Council Minutes of 4/6/99 <br />The final appropriation budget was approved by Council at a special meeting on Tuesday, <br />,. March 30. The final document contained appropriations in the amount of $49,824,354, of <br />which $16,863.167 will be General Fund expenses. Although not unanimous, the <br />following changes were required by a 4-3 majority vote of Council: <br />• The Electronic Data Processing Commissioner's proposed raise was reduced by <br />$4,5000. The overtime in the same department was increased by $4,500. <br />• The Assistant Director of Finance proposed salary was reduced by $19,165. <br />• The Personnel & Administrative Director's proposed raise was reduced by $S,9SS. <br />• The Clague Road traffic light was added at the cost of $12,000. <br />• Transfer to the Recreation Department for a project to be named later was made in the <br />amount of $10, 000. <br />2) The Finance Committee met on Saturday, March 20, at 9 a.m. with the same <br />individuals present for the appropriations discussion. The committee discussed the <br />following legislation: <br />• Ordinance 99-18, which calls for a change to Section 161.11 of the city's <br />Administration Code, with the objective of eliminating any unfair penalty for city <br />employees who fail to take S days vacation in any one year. Changes suggested by <br />Councilwoman Kasler were reviewed with questions raised by members of Council <br />regarding unanticipated effects of the proposed changes. It was the unanimous <br />recommendation of Finance Committee that this ordinance be returned to the Law <br />Department for further review. The Law Department has requested additional input <br />from Council, specifically from Councilwoman Kasler. This ordinance will again be <br />reviewed at the next meeting of the Finance Committee. <br />• Ordinance 99-36, which addresses burial rates in the City of North Olmsted. <br />Councilman Miller questioned whether the rates proposed by the city were <br />competitive with those charged by other cemeteries and offered to check with other <br />cities. The committee unanimously recommended approval of Ordinance 99-36 <br />pending the findings of Councilman Miller. His report that the city rates are quite <br />reasonable when compared to other locations addressed the concern of Council and <br />this ordinance is recommended for approval. <br />Mr. Gareau, chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on Tuesday, March 30. Present were committee members McKay, <br />Miller, Gareau; Council members Nashar, Limpert, O'Grady; Safety Director Jenkins; <br />Landmarks Commission members Betty Lord, Chuck Miller, Anthony Smeraldi and Joe <br />Lang. The committee discussed Ordinance 99-40, which is an ordinance creating a new <br />and revised Chapter 16S of the Administrative Code of the City of North Olmsted entitled <br />Landmarks Commission for the purpose of further preserving and promoting the city's <br />landmarks and landmarks districts and declaring an emergency. This was the next step in <br />the series of moratoriums that were proposed and passed by Council, one of which is <br />presently in effect. The ordinance creates a new administrative hierarchy for renovation <br />and construction projects involving buildings that are either historical landmarks or <br />buildings that fall within a historical landmarks district within the city.
