Council Minutes of 4/b/99 <br />administrative set-up will require alterations to historical buildings or alterations to <br />rte. <br />buildings in historical districts, including demolition. Those proposals would need to be <br />reviewed by the Landmarks Commission once the property owner or the project manager <br />submits an application for a building permit. As it works now, it would simply go from <br />the Building Department to the Planning Commission and then on up through the boards <br />and commissions. This would simply go from the Building Department to the <br />Landmarks Commission and then to the various boards and commissions. If the plan is <br />acceptable as submitted, the Landmarks Commission would issue what is known as a <br />"certificate of appropriateness," which is explained rather lengthily in the ordinance, then <br />the project would proceed as ail projects normally would. Further administrative review <br />would be required in the event that there was a disagreement by the Commission as to the <br />appropriateness of this construction or project in the individual district. An entirely <br />different set of hierarchy and controls are set forth if it actually involves demolition. <br />There was a great deal of input from the Landmarks Commission members as well as <br />Council. The meeting was rather lengthy and was very thorough, and it was quite helpful <br />to get a lot of input as to what people's thoughts are about this issue. It is a work in <br />progress because there are some things that need to be fine-tuned. An additional meeting <br />will be scheduled sometime in April to further review the ordinance. <br />Mr. Miller, reported on behalf of Mr. Nashar, chairperson of the Public Safety, Health & <br />Welfare Committee: 1) The committee met on March 24 to discuss Ordinance 99-37. <br />Present were all members of Council and Safety Director Jenkins. This ordinance was <br />prepared primarily as a result of complaints of residents near Great Northern Shopping <br />Plaza. Councilman Gareau reported out on this issue at the Council meeting of March 16 <br />regarding the BZD Committee meeting held on March 9. The Safety Committee <br />recommended approval of this ordinance. However, due to new concerns brought forth <br />by the Safety Director, the committee is requesting that this ordinance be held in <br />committee for a subsequent meeting to be scheduled this evening. <br />AUDIENCE PARTICIPATION <br />Ed Colwell, 3333 West 231 Street, agreed with Mr. O'Grady's proposal to ask <br />representatives of the North Olmsted Library to address Council and citizens during the <br />actual Council meeting in addition to the caucus. (Mrs. Saringer agreed that the <br />representatives will be invited to make brief presentations at both the caucus and regular <br />meeting. ) <br />LEGISLATION <br />Resolution No. 99-26 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for paint <br />striping of streets at various locations in the City of North Olmsted as detailed in the <br />specifications on file and authorizing the Mayor to contract for same, and declaring an <br />emergency. Mr. Limpert moved for adoption; second by Mr. Gareau; motion passed <br />unanimously.
