Council Minutes of 3/16/99 <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met <br />on Tuesday, March 9. Present were the committee members O'Grady, Nashar and <br />McKay; Councilpersons Miller and Limpert; Service Director Bohlmann, Safety Director <br />Jenkins. Agenda items were as follows: <br />• Resolution 99-26, which authorizes the Director of Public Service to advertise for <br />bids for paint striping of the streets throughout the city and authorizes the Mayor to <br />contract for the same. The committee recommended approval. <br />• Resolution 99-27, which deals with the bids for pavement improvements of <br />Woodview Drive and authorizes the Mayor to contract for the same. The committee <br />recommended approval. <br />• Resolution 99-28, which requests that the Ohio Department of Transportation <br />improve Lorain Road, State Route 10, from the east city line to the west city line. <br />The committee recommended approval. <br />• Ordinance 99-31, which is a request for improvements in the signage on I-480 from <br />Stearns Road west to the county line. The City of North Olmsted will provide for the <br />engineering, and that will be our contribution to the financial assistance. The <br />committee recommended approval. <br />LEGISLATION <br />Resolution No. 99-21 introduced by Mr. McKay was given its third reading. A resolution <br />authorizing the Director of Public Service to advertise for bids for construction of catch <br />basin, manhole, sidewalk, curbing, pavement repairs and street lighting at various <br />locations in the City of North Olmsted as detailed in the specifications on file and <br />authorizing the Mayor to contract for the same, and declaring an emergency. Mr. McKay <br />moved for adoption; second by Mr. Nashar; motion passed unanimously. Resolution <br />No. 99-21 adopted. <br />Ordinance No. 99-22 introduced by Mr. O'Grady was given its third reading. An <br />ordinance providing for the issuance and sale of notes in a maximum aggregate principal <br />amount of $1,100,000, in anticipation of the issuance of bonds, for the purpose of <br />improving certain designated streets in the city, in cooperation with Cuyahoga County, <br />the City of Westlake and the Director of Transportation of the State of Ohio and <br />otherwise, by grading, draining, curbing, reconstructing the pavement base, preparing the <br />surface, surfacing and resurfacing and installing street lighting and related underground <br />wiring, in each case together with the necessary appurtenances and work incidental <br />thereto. Mr. O'Grady moved for adoption; second by Mr. Limpert. Roll call: O'Grady, <br />yes, with comment: Council is the legislative body, and it is Council's duty to set policy. <br />It is the responsibility of the administration to determine how best to execute this policy. <br />Generally speaking, Council's duties should stop at setting the amount to be spent in a <br />particular program, such as street lights, then allow the administration to continue with <br />deciding how. The administration has done their part. They have decided on $100,000 to <br />start doing street lighting with oldest streets first. When Council moves to fulfill the <br />administration function of determining where particular street lights are to be placed, <br />Council commits two errors.
