Council Minutes of 2/16/99 <br />discussion with regard to the possibility of adding the terminology "strictly enforced" if <br />,:,~,. this ordinance is passed. This will be discussed at a later time. Mr. Miller requested, if <br />the legislation is passed, that the Safety Director provide to the committee after six <br />months and one year a review showing the frequency of accidents and the severity of the <br />accidents. To paraphrase terminology from some of the reports received from the Traffic <br />Engineer, every speed limit represents atrade-off between safety and travel time. This <br />ordinance reflects an attempt to achieve an appropriate balance between these two <br />competing goals. The committee unanimously recommended passage. <br />Mrs. Saringer reported on behalf of Mrs. Kasler, Chairperson of the Recreation <br />Committee: 1) The Recreation Commission met at the Recreation Center on February 8. <br />Discussion items included the following: <br />• Expenditures and revenues for 1998 and this year to date. Overall, it appears that <br />1998 was a good year for the Recreation Center; however, pool revenue was down <br />due to the loss of the Westlake swim team and the poor weather conditions in <br />January which kept customers home. <br />• With the placement of Brandon Thimke in the advertising slot, new promotional <br />flyers and programs are being established. We have placed our own advertisements <br />on the ice rink dasher boards and are looking into the legalities of allowing outside <br />advertising on these boards. <br />• On February 13, the Rec Center sponsored the annual DARE Night. <br />• A representative from the Hot Stove organization, president Axel Hoyer, spoke to the <br />commission regarding his concerns over field maintenance costs. Hot Stove was <br />approached for funding for field dirt. Although Hot Stove is committed to continuing <br />to contribute to the city's program development, with no fund-raising chairman this <br />year, they were forced to raise player fees in order to maintain a fund for baseball <br />projects. They would like to direct these funds, as they have through over $40,000 in <br />donations to the city over the past few years, to major extraordinary projects. Their <br />concern is two-fold: 1. If they contribute to basic field maintenance, which is <br />probably the responsibility of the city, funds will be continually drained, and their <br />reserve for major projects diminishes quickly. 2. If they are faced with the <br />reinstatement of field permits and fees in the year 2000, this expense will serve to <br />further diminish their reserve. After much discussion, the commission ultimately <br />resolved these concerns in the following manner: 1. Fees for the field preparation <br />and permits will be waived for the year 2000 and waivers shall be considered on a <br />yearly basis thereafter. 2. Given the potential short-fall in the 1999 Recreation <br />budget, the commission has scheduled a special meeting on Saturday, February 20, at <br />9 a.m. to review the budget proposal. This review will not simply be focused on <br />baseball needs, but recreational needs in general, hopefully, establishing a prioritized <br />list of needs and a recommendation from the commission regarding these needs. <br />Mr. O'Grady, Chairperson of the Finance Committee: 1) Commented on the Recreation <br />Commission meeting which he attended. The discussion came down simply to this <br />question: Does the City of North Olmsted add value to the organizations like North <br />3 <br />.. ~. ,~. ~ v,~. -, <br />
