Council Minutes of 2/16199 <br />LEGISLATION <br />,.~#~ Ordinance No. 99-3 introduced by Mr. Nashar was given its third reading. An ordinance <br />amending the Traffic Control File of the City of North Olmsted, conditioned upon the <br />approval of the Director of the Ohio Department of Transportation, so as to provide for a <br />uniform speed limit of 35 miles per hour on all portions of Lorain Road located within <br />the City of North Olmsted as amended. Mr. Nashar moved for adoption; second by Mr. <br />Limpert. Roll call: Nashar, yes; Limpert, yes; McKay, yes; Miller, yes; O'Grady, yes; <br />Gareau, no, with comment that he feels this ordinance gives the perception to people that <br />they can now drive faster on Lorain Road. He noted that a former Police Chief has <br />reservations about this increase. In addition, the City Prosecutor has reservations about <br />the increase as does the present Police Chief, although he did not come out against it. <br />The motion passed with five affirmative votes and one negative vote. Ordinance <br />No. 99-3 adopted. <br />Ordinance No. 99-4 introduced by Mr. Limpert was given its third reading. An ordinance <br />authorizing and directing Don Copeland, Director of the Department of Human <br />Resources, to make application on behalf of the City of North Olmsted for community <br />Development Block Grant Funds for the fiscal year 1999 for multiple projects titled <br />Americans with Disabilities Act Compliance for the City of North Olmsted's Springvale <br />Ballroom, West 230th Street and sewer improvements, West 232nd Street and sewer <br />improvements, and declaring an emergency as amended. Mr. Limpert moved for <br />adoption; second by Mr. Nashar; motion passed unanimously. Ordinance No. 99-4 <br />adopted. <br />Ordinance No. 99-5 introduced by Mr. Limpert was given its third reading. An ordinance <br />authorizing a specification requirement for Minority Business Enterprise (M.B.E.) and <br />Women Business Enterprise (W.B.E.) participation in fiscal year 1999 Community <br />Development Block Grants projects of 15% for M.B.E. and 5% for W.B.E., and declaring <br />an emergency. Mr. Limpert moved for adoption; second by Mr. Miller; motion passed <br />unanimously. Ordinance No. 99-5 adopted. <br />Resolution No. 99-6 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for one (1) <br />vacuum street sweeper, and declaring an emergency. Mr. O'Grady moved for adoption; <br />second by Mr. Limpert; motion passed unanimously. Resolution No. 99-6 adopted. <br />Resolution No. 99-7 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Safety to advertise for bids for printing of <br />the Spring/Summer and Autumn/Winter North Olmsted Parks and Recreation <br />Department brochure, as per specifications now on file in his office, and authorizing the <br />Mayor to contract for same, and declaring an emergency. Mr. Miller moved for <br />adoption; second by Mr. Nashar; motion passed unanimously.
