Council Minutes of 2/16/99 <br />Ordinance No. 99-10 introduced by Mr. McKay on behalf of the Mayor and entire <br />,K Council was given its third reading. An ordinance providing for the submission to the <br />electors of the City of North Olmsted of an amendment to Article X (Initiative, <br />Referendum and Recall) of the Charter of the City of North Olmsted to require that every <br />initiative or referendum measure on the ballot involving the rezoning of any parcel or <br />parcels of land in the city be approved by a majority of the city-wide vote and by a <br />majority of the voters residing in the ward or wards of the city where any part of the <br />parcel or parcels are located. Mr. McKay moved for adoption; second by Mr. Gareau; <br />motion passed unanimously. Ordinance No. 99-10 adopted. <br />Ordinance No. 99-11 introduced by Mayor Musial was given its third reading. An <br />ordinance amending Section 555.03 of the Noise Control Code of the City of North <br />Olmsted, entitled "Specific Prohibitions" so as to prohibit the operation of tow motors, <br />payloaders, backhoes and similar motorized vehicles used for loading, unloading and/or <br />transporting goods on any premises, within 175 feet of any residential lot line between <br />the hours of 9:00 p.m. and 8:00 a.m., and declaring an emergency as amended. Mr. <br />Nashar moved for adoption; second by Mr. Gareau; motion passed unanimously. <br />Ordinance No. 99-11 adopted. <br />Ordinance No. 99-20 introduced by Mayor Musial was given its third reading. An <br />ordinance amending Ordinance 98-147 entitled "An ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the year <br />ending December 31, 1999, as amended" for the purpose of appropriating additional <br />funds for the HVAC, lighting and painting improvement project at the Recreation Center. <br />Mr. O'Grady moved for adoption; second by Mr. Miller; motion passed unanimously. <br />Ordinance No. 99-20 adopted. <br />Resolution No. 99-17 introduced by Mr. O'Grady was given its second reading. A <br />resolution opposing House Bi11 702 regarding changing the amount of fines, penalties and <br />forfeited bail moneys distributed by various courts to county law library associations. <br />Ordinance No. 99-18 introduced by Mr. Gareau was given its second reading. An <br />ordinance amending Section 161.11 (Accumulated Vacation Leave) of the Administrative <br />Code of the City of North Olmsted, and repealing Section 2 of Ordinance No. 90-161, so <br />as to require that non-bargaining unit employees entitled to vacation leave take a <br />minimum of five workdays off each year or forfeit days of earned vacation leave, and <br />declaring an emergency as amended. <br />Resolution No. 99-21 was introduced and placed on first reading by Mr. McKay. A <br />resolution authorizing the Director of Public Service to advertise for bids for construction <br />of catch basin, manhole, sidewalk, curbing, pavement repairs and street lighting at <br />various locations in the City of North Olmsted as detailed in the specifications on file and <br />authorizing the Mayor to contract for the same, and declaring an emergency. <br />Ordinance No. 99-22 was introduced and placed on first reading by Mr. O'Grady who <br />noted that the fiscal officer's certificate was attached.
