Council Minutes of 1/19/99 <br />Mr. Miller, Chairperson of the Transportation Committee: 1) The committee met on <br />t- <br />~,~;; January 13. In attendance were Council members McKay, Limpert, Kasler, Gareau, <br />Nashar, O'Grady and Miller; Safety Director Jenkins; Finance Director Copfer; Service <br />Director Bohlmann; Police Chief Ruple; Traffic Engineer Griffith. The committee <br />discussed Ordinance 99-3 which will provide for a uniform speed Limit of 35 mph on all <br />portions of Lorain Road. Traffic Engineer Griffith explained the following points: <br />currently we are encouraging people to break the law by allowing traffic to proceed at 3 5 <br />mph in a 25 mph area; we must rely on the reasonablesness of the driving public and, <br />when roads are congested, the traffic will only flow at 25 to 3 5 mph anyway; he does not <br />believe increasing the posted speed will bring much change. Chief Ruple said it was his <br />experience that people typically will push the speed limit approximately 10 mph over <br />what is posted. Also, he pointed out the damage that occurs in a 35 mph collision is <br />approximately double that of a 25 mph collision. Council made a minor amendment to <br />the second "Whereas" clause and agreed to allow the ordinance to go to second reading <br />with another committee meeting to be scheduled. Mr. Nashar added that the city had <br />received over $2 million in federal funds and had spent $300,000 of city funds for the <br />traffic signalization, and he feels the change will help improve the traffic flow on Lorain <br />Road. <br />Mrs. Kasler, Chairperson of the Recreation, Public Parks and Buildings Committee: 1} A <br />joint meeting of Recreation and Finance Committees was held on January 13. In <br />attendance were Council members Gareau, Miller, McKay, Limpert, Nashar, O'Grady <br />and Kasler; Mayor Musial; directors of Finance, Service and Safety; Springvale Facilities <br />Manager Strnad; Springvale employees Mr. Mandak and Mr. Pindel. The committees <br />discussed Ordinance 98-141, which is the reorganization of staffing at Springvale Golf <br />Course. Changes in pay ranges were all capped at 3%, which was an amendment to the <br />ordinance that previously read 6% for certain positions. The Safety Director supplied <br />Council with job credentials for positions at Springvale and suggestions to these <br />credentials were forwarded to the Safety Director following the meeting. The ordinance <br />was held in committee until this evening to allow further review of the administration's <br />proposals. The committee met again this evening in order to discuss any remaining <br />questions regarding this reorganization ordinance. All Council members who wished to <br />address questions to the administration had done so through the week and some <br />clarification of language was included in tonight's meeting. The committee unanimously <br />recommended approval of Ordinance 98-141. <br />O'Grady: 1) The committee met on January 13. Present were committee members <br />O'Grady and Limpert; Council members McKay, Nashar and Miller; Mayor Musial; <br />directors of Service and Safety. The committee considered Ordinance 99-2, which <br />authorizes the Mayor to enter into a collective bargaining agreement with the North <br />Olmsted Fire Fighters Local 1267. Attached as Exhibit A to this ordinance is the <br />agreement containing the following changes from the previous contract: <br />• Article I contains minor changes to the definitions used. <br />• Article VII includes changes which clarified the language regarding grievances. <br />3 <br />I <br />
