Council Minutes of 1/19/99 <br />• Article IX provides for the exchange of witness lists in the case of a hearing regarding <br />a grievance. <br />• Article X makes changes to the overtime policy requiring the fire fighter to stay the <br />entire two-hour period for which they are called in, and allowing up to 120 hours to <br />be accrued. <br />• Article XI changes the uniform allowance from $1,000 annually to $1,200. <br />• Article XII allowed for the addition of one personal day based upon the fact that fire <br />fighters lead all city employees in average hours worked per week with 51.7 hours. <br />• Article XIII removes the requirement for a time stamp when requesting vacation <br />days. <br />• Article XIV corrected ambiguity from previous contracts regarding the sick leave <br />policy and clarified the requirements for valorous duty pay. <br />• Article XVII covers salaries through December 31, 2001 which reflect a 3% per year <br />increase. <br />• Article XVIII reflects an increase in the paramedic bonus from $1,000 per year to <br />$1,300 and, based upon seniority, permits a fire fighter to drop his paramedic <br />certification. <br />• Article XIX provides for an employee contribution to the health plan in the amount of <br />10% in 1999, 12% in 2000 and the first half of 2001, and 13% for the second half of <br />2001. <br />• Article XXIII limits the number of fire fighter negotiators allowed time off to five (5) <br />and states that, subject to the approval of the Fire Chief, all members shall be allowed <br />to attend all Association meetings. <br />• Article XXVII makes a slight change to the number of hours given for court <br />appearance bringing them on-line with police. <br />• Article XXX changes the amount of comp time that a fire fighter can accumulate to <br />480 hours which is the same as police. <br />• Article XXXIII allows for drug and alcohol testing based upon reasonable suspicion <br />of abuse. <br />The committee unanimously recommended approval and suspension of the rules <br />requiring three readings on Ordinance 99-2. <br />Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) A public hearing was held on Thursday, January 14, to <br />discuss 1999 Community Development Block Grant projects. In attendance were Human <br />Resources Director Copeland, all members of the Citizens Advisory Committee and two <br />representatives from the county. The meeting was recorded and minutes will be <br />available. Two "mini" public hearings will also be held preceding the next two Council <br />meetings at 7:15 p.m. on February 2 and February 16. <br />Gareau: 1) The Building, Zoning and Development Committee of Council met on <br />Monday, January 11, 1999. Present were committee members Miller, McKay and <br />Gareau; Assistant Building Commissioner Rymarczyk; Assistant City Engineer <br />McDermott; Father Stollenwerk, pastor of St. Richard's Catholic Church.
