Council Minutes of 12/19/00 <br />Finance Director Copfer: 1) On December 1, the first of two annual debt payments were <br />made. The total amount paid on December 1 was $2,947,943, which included <br />$1,770,000 in principal reduction, the rest going to interest. On December 15, two of the <br />issues also were paid down. Total paid was $1,095,245, of which $805,000 related to <br />principal, the rest going to interest. <br />President Saringer reported on the Committee-of--the-Whole meeting which was held on <br />November 29 with regard to the library. Present were all Council Members with the <br />exception of Mr. McKay; Mayor Musial, Safety Director Jenkins, Finance Director <br />Copfer; Bob Perry, City Planner from Westlake; interested residents. Mr. Lang of the <br />Landmarks Commission brought up several ideas and most of the questions were <br />addressed, not all of them to everyone's satisfaction. Some of the issues addressed were <br />as follows: <br />• A crosswalk at the library. <br />• Purchasing more Lorain Road property. <br />• Additional homes on Butternut Ridge. <br />• A larger facility. It was indicated that 30,000 square feet is sufficient for North <br />Olmsted as North Olmsted will not likely be a regional library like Fairview Park. <br />• Whether funds can be used for the library and a park. <br />President Saringer commented that she thought Council must look at all the proposals <br />and see which one is best and the least disruptive to the residents. They cannot discount <br />other proposals until they see them on paper. Therefore, Council has authorized the <br />Mayor to hire an architect to draw up some plans. The Mayor will get a cost estimate for <br />the drawings and plans. Councilman O'Grady added that there was a question about <br />whether the green area adjacent to the library would be a park or a lawn. It seemed to the <br />determination of the planner that it would be lawn, but he encourages a request to the <br />Law Department to see if there is any objection or any irregularity with expenditure of <br />money for that purpose. President Saringer said she had checked with the Law Director, <br />and he indicated there would be no problem. Law Director Gareau agreed that there <br />would be no problem and, after having looked at the original proposal, the landscaped <br />area was included in the overall site plan. <br />Mrs. Kasler, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) A committee meeting was held on December 11. Present <br />were committee chair Kasler, committee members Miller and Nashar; Council members <br />Limpert, O'Grady and President of Council Saringer; Mayor Musial and guests. Agenda <br />items were as follows: <br />• Ordinance 2000-169, which authorizes the Mayor to adopt a plan of operation and <br />governance for deregulation with various other communities. Earlier this year, <br />Council approved Ordinances 2000-78 and 2000-133, which generally authorized the <br />Mayor to join the Northeast Ohio Public Energy Council to enhance energy <br />deregulation.
