Council Minutes of 12/19/00 <br />,;~..: LEGISLATION <br />Ordinance No. 2000-163 introduced by Councilman McKay on behalf of the entire <br />Council and the Mayor was given its third reading. An ordinance providing for the <br />issuance and sale of $8,000,000 of notes, in anticipation of the issuance of bonds, for the <br />purpose of constructing, furnishing, equipping and otherwise improving a free public <br />library building and acquiring, preparing, landscaping and otherwise improving its site. <br />Councilman McKay moved for adoption. The motion was seconded by Councilman <br />Limpert and passed unanimously. Ordinance No. 2000-163 adopted. <br />Ordinance No. 2000-117 introduced by Councilman Nashar was given its second reading. <br />An ordinance creating new Section 331.42 of the Traffic Code, entitled "Use of Mobile <br />Telephones While Operating a Motor Vehicle," in order to regulate the use of mobile <br />(cell) phones while operating motor vehicles on roads and streets within the City of North <br />Olmsted, and declaring an emergency, as thrice amended,. <br />Ordinance No. 2000-111 introduced by Councilman McKay was given its second <br />reading. An ordinance establishing the rates of compensation for various administrative <br />and legislative personnel and declaring an emergency as amended. <br />Ordinance No. 2000-164 introduced by Mayor Musial and Councilman Gareau was given <br />its second reading. An ordinance providing for the issuance and sale of $300,000 of <br />notes, in anticipation of the issuance of bonds, to pay costs of improving certain <br />designated streets in the city by installing street lighting and related underground wiring, <br />together with the necessary appurtenances and work incidental thereto. <br />Ordinance No. 2000-165 introduced by Mayor Musial was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2000 as <br />amended. Councilman McKay moved for suspension of the rule requiring three readings. <br />The motion was seconded by Councilman O'Grady and passed unanimously. <br />Councilman McKay moved for adoption. The motion was seconded by Councilman <br />Gareau and passed unanimously. Ordinance No. 2000-165 adopted. <br />Ordinance No. 2000-166 introduced by Mayor Musial was given its second reading. An <br />ordinance to make appropriations for current expenses and other expenditures for the City <br />of North Olmsted for the year ending December 31, 2001. Councilman McKay moved <br />for suspension of the rule requiring three readings. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance <br />No. 2000-166 adopted. <br />Ordinance No. 2000-167 introduced by Mayor Musial was given its second reading. An <br />ordinance creating a capital project fund entitled "Library Construction Fund" and <br />declaring an emergency.
