Council Minutes of 12/5/0 <br />~ coalition that is being formed. He has signed the contract, as approved by Council, <br />,, allowing North Olmsted to be part of the coalition to participate in the possible financial <br />savings of electricity cost in the future. There is going to be a public hearing, on the east <br />side of the centrally located counties, at Eastlake Community Center, on December 14 at <br />7 p.m., and a public hearing on the west side at the Brecksville Community Center on <br />December 18 at 7 p.m. He will try to have a North Olmsted public hearing before a <br />Council meeting. Being introduced tonight is an ordinance adopting the plan of operation <br />and governance for the aggregation program. Once that is passed by Council, then opt- <br />out letters will be sent to the residents of North Olmsted, which will have roughly the <br />rates that will be available through the negotiation by the coalition. <br />2) He has received concerns and complaints from residents of North Olmsted with the <br />regard to the "Turn Right On Red" sign at the intersection of Great Northern and Lorain <br />Road by the Shell station and about the "Turn On Red" sign as you go west on Brookpark <br />Road turning right onto Clague. During the daytime, those signs are readily visible, but <br />are not so at night. He has asked Service Director Bohlmann to post another "No Turn <br />On Red" sign on the telephone post on Lorain Road which is directly above the Route 52 <br />sign, which means, as you are looking face into it, there is no question, but you can see it <br />very clearly and distinctly at night. With regards to the "No Turn On Red" sign on <br />Clague Road, at the intersection of Clague Road and Brookpark Road, he has asked <br />Service Director Bohlmann to install a "No Turn On Red" sign on the utility pole in the <br />island which bisects Clague Road going north. <br />Law Director Gareau: 1) A number of meetings have been held regarding the library <br />issue. All pertinent information is being compiled, and the final appraisal on one of the <br />parcels has been received so that all appraisals are now in. Next week, a meeting will be <br />held with a representative from the County Prosecutor's office and library officials with <br />respect to acquisition of the property and construction of the building. <br />2) Along with the Service and Safety Directors, he has attended three negotiation sessions <br />with the union representing the Fraternal Order of Police and the Correction Officers. <br />Another meeting will be held tomorrow where, hopefully, many of the outstanding issues <br />will be resolved. Afact-finder has been chosen in accordance with Ohio law in case a <br />settlement is not reached as the contract expires on December 31. <br />Finance Director Copfer: 1) She has been preparing the necessary work to complete the <br />borrowing for the library project. On first reading tonight is Ordinance 2000-167 <br />creating a library construction fund. This fund will allow better management of the <br />project and will segregate the funds. <br />2) She has prepared the 2001 temporary appropriations ordinance. Basically, the 2000 <br />appropriations are dived by three and then adjusted for line items so that this can be used <br />for the first quarter of the year. <br />President Saringer reported on the Committee-of--the-Whole meeting which was held on <br />November 29 to review the proposed Charter changes. In attendance were Council <br />members Kasler, McKay, Nashar, Miller, O'Grady, Limpert, Gareau and Council <br />President Saringer; Law Director Gareau, Safety Director Jenkins, Finance Director <br />Copfer, Charter Review Commission members Ross, Davis, Templeton, Kelly and <br />2 <br />
