Council Minutes of 12/5/0 <br />,; Shook. The Law Director addressed several of the proposals, specifically Article III, <br />Section 5 and Article V, Section 3. After much discussion, a straw poll was taken of the <br />summary that had been submitted for review: <br />• Article III, Section 5 (a), Mayor Executive Powers. The vote was seven nays. <br />• Article IV, Section 1, Council Terms, which would eliminate staggered elections <br />and have all run in a general election for all seats. The vote was five nays and two <br />yeas by Councilmen Gareau and O'Grady. <br />• Article IV, Section 3, eliminate the office of President of Council as an elected <br />position. The vote was five nays and one yea by Councilman O'Grady. <br />(Councilman Limpert left the meeting before this vote was taken.) <br />• Article IV, Section 5, Council Vacancies, to fill a vacant seat with a member of the <br />same political party of the vacated seat. The vote was 5 nays and one yea by <br />Councilman O'Grady. <br />• Article IV, Section 11, Council Form of Legislative Action, to set time limits on <br />ordinances and resolutions which are tabled. The vote was 6 nays. <br />• Article V, Section 3, Director of Finance, to be appointed by the Mayor rather than <br />elected. The vote was five nays and one yea by Councilman O'Grady. <br />• Article VII, Section 2, Planning Commission, to combine Planning Commission <br />with the ARB. The vote was three nays, one yea by Councilman O'Grady and one <br />undecided by Councilman Kasler. (Councilman Limpert returned after the poll and <br />indicated a yea on this vote.) <br />• Article IX, Nominations and Elections, calling for non-partisan elections. The vote <br />was five nays, one yea by Councilman O'Grady.) <br />• Article XIV, Charter Review Commission, to make the dates of appointment and <br />time lines more specific. The vote was seven yeas. <br />A legislative request has been submitted to the Law Director for drafting of appropriate <br />legislation for adoption of the proposal for Article XIV for the November election of <br />2001. President Saringer thanked the members of the commission for their work in <br />bringing these recommendations to Council. <br />Mr. Nashar, chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on November 27. Present were all Council members and the President of <br />Council; Assistant Building Commissioner Rymarczyk and Mayor Musial. The <br />following was discussed: <br />• Ordinance 2000-161, introduced by Councilman Gareau. This is an ordinance <br />creating a new Section 165.16 of Chapter 167 of the Administrative Code of the City <br />of North Olmsted entitled "Procedures for Minor Changes" in order to establish an <br />expedited approval procedure for minor changes to historical structures and other <br />buildings located in historical districts. Upon review of the legislation with the <br />Building Commissioner, it was decided to hold it in committee for further review. <br /> <br />3 <br />
