Council Minutes of 12/5/0 <br />Mr. McKay, chairperson of the Finance Committee: 1) The committee met on Monday, <br />November 27. Present were committee members O'Grady, Limpert, McKay and <br />Councilman Nashar; Mayor Musial, Finance Director Copfer and NOMBL manager <br />Terbrack. The following was discussed: <br />Ordinance 2000-163, which is an ordinance providing for the issuance of bonds for the <br />purpose of constructing, furnishing, equipping and otherwise improving a free public <br />library building and acquiring, preparing landscaping and otherwise improving its site. <br />This completes a total amount of the $10,750,000 approved by the voters on November 7. <br />The committee recommended approval. Mr. McKay noted that he was in receipt of the <br />Fiscal Officer's Certificate. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane <br />• Does not believe the current plans for the library are large enough. He would like to <br />see a library over 40,000 square feet in case the city has the opportunity in the future <br />to have regional status. <br />• Regarding the Charter Review Commission votes, he congratulated Councilman <br />O'Grady on his votes by rising above his personal opinions and trusting the public to <br />make the decisions. He knows Mr. O'Grady may not personally be willing to vote <br />for the issues, but he supported putting them on the ballot anyway. He still feels that <br />all the recommendations should be placed on the ballot. Law Director Gareau <br />disagreed with Mr. Lambert's opinion. <br />Rae Spalding, 211 Greenward Way South, reported on the Vision Year 2000 and Beyond <br />Committee: <br />• The committee is made up of two groups: a small group of a steering committee <br />whose members are Mayor Musial, Councilmen Limpert and O'Grady and herself; a <br />larger committee made up of about 35 residents. It is really that large committee that <br />has done a stupendous job of presenting their ideas for the future of the city. There <br />was a broad range of members of that committee, and they deserve a big "thank you." <br />They have put in a lot of hard work and a lot of good thought into this project. The <br />committee began in April of 1999 and were commissioned by the Mayor to take a <br />new look at the City of North Olmsted. His instructions were to "throw everything <br />out that you can and see what you can plan for the future" and that's what the <br />committee tried to do. It was a very, very difficult task. The Cuyahoga Planning <br />Commission was brought in for a crash course on strategic planning. They presented <br />the committee with some very interesting demographics for the City of North <br />Olmsted. However, the information was based on the 1990 census, and the <br />committee knew some of the numbers were changed. Under the leadership of the <br />County Planning Commission, the large committee also produced a list of the <br />strengths and challenges specifically for the City of North Olmsted. Members of the <br />last master plan committee came and gave a presentation to the committee. Many of <br />the committee members were somewhat confused as to what the master plan was as <br />compared to what they were trying to produce in this vision plan. At the conclusion <br />4 <br />
