Council Minutes of 11/21/2000 <br />;,,,~ President Saringer announced that a special Council meeting will be held at 6:30 p.m. on <br />~r+ Monday, November 27, for the passage of Ordinance 2000-158 and Resolution 2000-159. <br />Also, aCouncil-as-a-Whole Committee meeting will be held at 7 p.m. on November 29. <br />President Saringer recognized Boy Scout, Mike Ball, who was in attendance. Mike is <br />working on his Eagle Scout project which is a history of the city. <br />Mrs. Kasler, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on October 30. Present were <br />committee members Kasler, Miller and Nashar; Council members Gareau, McKay, <br />Limpert, O'Grady and Council President Saringer; Mayor Musial and directors of <br />Finance, Safety and Human Resources. The following items were discussed: <br />• Resolution 2000-141, which is a resolution re-authorizing a citizen's committee <br />created by Resolution 98-96 for the purpose of gathering and presenting to Council <br />projects for the city's Community Development Block Grant application. This <br />ordinance required little discussion of the committee as Council has been extremely <br />impressed with the past work of this committee and the organization and talent of Mr. <br />Copeland, Human Resources Director. The committee unanimously recommended <br />approval of Resolution 2000-141. <br />• Resolution 2000-142, a resolution sponsored by Mr. O'Grady which encourages <br />Congress to pass House Bills 3883 and 3377 which would require labeling of <br />genetically engineered foods and that the Federal Food and Drug Administration <br />obtain information from manufacturers of genetically engineered foods relating to the <br />safety of such foods. In an effort to avoid potential health and environmental <br />problems related to genetically engineered foods, the committee voted unanimously <br />to recommend Resolution 2000-142 and its support of House Bill 3377 and 3883. <br />• Ordinance 2000-144, this ordinance and its related program was developed by Human <br />Resources Director Don Copeland in conjunction with Greg Birney of the North <br />Olmsted Schools when these two gentlemen determined that volunteerism was <br />lessening in our community. The ordinance reads, "An ordinance authorizing the <br />Mayor to enter into an agreement with the Senior Workers Action Program/Senior <br />Community Employment Program with the City of North Olmsted acting as host <br />agency. This was organized in an effort to rejuvenate the necessary volunteer service <br />in our city. Mr. Copeland and Mr. Birney created an agency called NOVA to recruit <br />volunteers. They developed a mission statement and goals and are in need of a <br />volunteer coordinator to implement the program. It's the purpose of this ordinance to <br />have the city enter into a contract with SWAP, or Senior Workers Action Program, <br />which creates an avenue for providing placement opportunities into unsubsidized jobs <br />for men and women over 55. When a job is identified, SWAP will submit a pool of <br />qualified applicants, or the city may make a recommendation to fill the position. <br />• Ordinance 2000-145 mirrors Ordinance 2000-144 but addresses internal issues of <br />this particular effort and addresses such things as health and ability of applicants to <br />serve. The committee unanimously recommended both 2000-144 and 2000-145 for <br />approval. <br />3 <br />
