Council Minutes of 11/21/2000 <br />my thoughts upon the things we've accomplished and what the future holds for, in my <br />opinion, the city as well as myself and local government. Thank you very much, Madam <br />President." <br />President Saringer commented that it must have been a hard decision for Councilman <br />Gareau to make and she gives him credit for doing so. Council will certainly miss him, <br />and he certainly has added to the Council and to the city during his years of service. She <br />hopes that it won't be too long before he will serve in another position. <br />Councilman Miller congratulated the Gareau's on the happy occasion and wished them <br />the best with their new little one. <br />REPORTS <br />Mayor Musial: 1) The property at 23434 Westchester was sold at the sheriff's sale on <br />October 23. We do not yet know who the actual buyer is because title to the property <br />will not transfer until November 23 or the first week in December. At that point, we will <br />then proceed to have the new owners bring it up to standard with our property <br />maintenance code. <br />Law Director Gareau: 1) Along with the Mayor and Finance Director, he met with <br />Squire, Sanders & Dempsey to develop a strategy with respect to the bond issues <br />regarding the library. <br />2) Last week, the first negotiation session with police and correction officers was held. <br />Today, by phone conference, he assisted in choosing afact-finder in the event one is <br />needed for the negotiations. <br />3) The administration is currently developing a plan for library property acquisition. <br />Several meetings are scheduled for preliminary negotiations, and Council will receive <br />future reports. <br />Finance Director Copfer: 1) 1) The September revenue and expenditure reports were <br />placed in Council's mailboxes this evening. The October reports will be distributed soon. <br />2) Ordinance 2000-158, before Council this evening, is short-term notes of $2,750,000. <br />The reason why we are trying to put these through now is because tax implications make <br />it more favorable since in 2000 the city is considered a small issuer. That is why a <br />special Council meeting was held last night and why one more will be held next week. <br />She believes this will help the city in the long run, and we do need monies for the <br />architects to begin their work. <br />3) Ordinance 2000-163 is the $8 million for the remaining piece of the library that are <br />short-term notes that won't be borrowed for until 2001. However, because Squire, <br />Sanders & Dempsey was preparing the legislation, it just made sense to get it moving. <br />She would like to start the 30 days as soon as possible because there is a 30 day wait after <br />the passage of legislation. <br />4) Resolution 2000-159 is the tax rate resolution. This resolution was received late <br />because the county was holding off setting our tax rates until after the election pending <br />the library issue. It does have to be passed by December 1. <br />2 <br />
