Council Minutes of 11/21/2000 <br />• Resolution 2000-148, which authorizes the Director of Public Service to advertise for <br />bids for 35,000 gallons of sodium aluminate which is used at the Wastewater <br />Treatment Plant. In question was a phrase, "per each 12 month period" and after <br />consultation with the Law Department, this was amended to read "fora 12 month <br />period." The committee recommended approval as amended. <br />• Resolution 2000-149, which authorizes the Director of Public Service to advertise for <br />bids for 5,000 tons of asphalt and tack coating which is used on the city streets. The <br />committee recommended approval. <br />• Ordinance 2000-150 as amended, which is an ordinance to transfer funds to balance <br />the accounts of the city for the end of the year 2000. The final transfer, or the first <br />transfer was $15,000 for the Fire Department from the staffing to the Building Fund. <br />This is for signage that is needed on Lorain Road. A transfer of $12,000 in the <br />Service Department from Public Building and Property to General Services and Staff <br />for equipment. Eighty-five dollars ($85) will be transferred from Personnel to the <br />General Administration for the school tax reimbursement. The General <br />Administration line item of insurance needed to be increased by $4,550 due to an <br />increase in the insurance. The Rec Department had an increase in their appropriations <br />of $21,000. This was due to revenue which they had received unexpectedly. Needed <br />in this program is $15,000 and $6,000 to Building Maintenance Fund. The last <br />transfer was in the Sanitary Sewer Fund, $10,500 from the system to the plant fund <br />for the centrifuge. The total change in our yearly appropriation was from <br />$59,425,790 to $59,446,790. The committee recommended approval and the <br />suspension of rule requiring three readings. <br />• The Finance Director has requested permission to begin funding of the new library <br />for architects and land acquisition, which would begin the last of the year 2000. In <br />addition to tonight's meeting, two special meetings will be needed far the passage. <br />The first meeting was held on Monday, November 20, tonight is the second meeting <br />and Monday, November 27, will be the third meeting. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane <br />• Thanked the Clerk for the timely submittal to him of the recommendations from the <br />Charter Review Commission. <br />• He has an interest in the Charter, and he chaired the previous Charter Review <br />Commission and served on a city council of a neighboring city. His belief, which he <br />has expressed before, is that all Charter recommendations should go directly to the <br />ballot and not be debated by Council but simply reviewed to be certain that they have <br />been done property. Some members of Council and the Law Director do not agree <br />with this opinion and feel that Council does have the right to determine which <br />recommendations should and should not go on the ballot. <br />• Law Director Gareau commented that he has tried in the past to instruct Mr. Lambert <br />with respect to the law, but Mr. Lambert continues to disagree. He quoted the <br />Charter, Article XIV, "Council shall forthwith submit to the electors any such <br />proposed alterations, revisions or amendments of the Charter in the manner provided <br />in the Article `Amendments to Charter'."
