Council Minutes of 11/8/2000 <br />2) The Finance Committee met again on October 30. Present were Mayor Musial, <br />Council President Saringer, all members of Council, Safety Director Jenkins, Finance <br />Director Copfer, Human Resources Director Copeland, Wastewater Treatment Plant <br />employees Dennis Long and Bob Nichols. Mr. Long provided Council with information <br />regarding alternatives and cost analysis for Ordinances 2000-137 and 2000-138. <br />Alternative one includes buying new machines and renting the existing machine until the <br />new machine is installed. The cost of that would be $995,500. Alternative two is a <br />procurement of a new machine using Zimpro until a new machine is installed. The cost <br />of that would be $690,083.33. Alternate three is the additional rental of a machine for <br />three months and the rented machine. The total cost would be $627,000. Alternate four <br />was using the Centrifuge unit for five months and a purchase of a rental machine. The <br />cost would be $642,000. It was recommended that Council review the proposals and <br />make a decision on November 8. On Friday, November 3, Mr. McKay, Mr. Nashar, and <br />resident Mr. Wasmer met with Mr. Long and Mr. Nichols to review the operation of the <br />Centrifuge. After the observation, it was thought that the cost of repairing the Zimpro <br />unit and the operation for another year would not be wise. The cost of repair for the <br />Zimpro unit is estimated to go as high as four million dollars. The Centrifuge unit would <br />reduce the space used in the buildings we have already built so that other needs at the <br />Wastewater Treatment Plant could be met and used in those buildings that are vacated. <br />This evening, the Finance Committee recommended approval of the alternative to <br />purchase the unit already in place and continue the lease for another three months. <br />Councilman Gareau, sponsor of Ordinance No. 99-83, commented that the legislation <br />was discussed at a public hearing on October 30 and had been discussed in committee. <br />Mr. Gareau said he did not believe the ordinance had enough support from Council to <br />pass. Since there were a number of residents in the audience prepared to speak about the <br />ordinance, he felt it was best to table the ordinance at this point in the meeting so that <br />everyone will know that it will not become law. However, audience members are still <br />invited to express their opinions. Mr. Gareau made a motion to table Ordinance <br />No. 99-83. The motion was seconded by Mr. Limpert and unanimously passed. <br />Ordinance No. 99-83 is tabled. <br />AUDIENCE PARTICIPATION <br />Duane Limpert, 4921 Berkshire Drive <br />• Speaking as co-chairperson of the library issue, thank you to everyone for helping to <br />pass the issue. <br />Scott Dorey, son of Peg Smith who lives at 5212 Dewey Road <br />• Asked what "tabled" meant.
