Council Minutes of 11/8/2000 <br />when real property taxes are due and owing. Ordinance 99-113 was approved by the <br />Planning Commission on September 28, 1999. The BZD Committee recommended <br />approval; however, it is being held for review and possible amendment by the Law <br />Department. <br />• Ordinance 2000-81, which creates new and revised Sections 1136.04 and 1136.05 of <br />Chapter 1136 of the Zoning Code, entitled respectively, "Permitted Buildings and <br />Uses," and "Area and Density Requirements," so as to permit golf courses, and <br />buildings associated with and/or related to the operation of golf courses, as accessory <br />uses in Single Family Cluster Districts. This ordinance was approved by the Planning <br />Commission. The BZD Committee recommended approval. <br />• Ordinance 2000-118, which creates a new Section of 1139.12 of Chapter 1139, of the <br />Zoning Code entitled "Irrigation of Landscaped Areas" so as to require that all <br />landscaped areas located on parcels of land within the General Retail Business <br />District be serviced by an underground irrigation system. This ordinance was not <br />recommended by the Planning Commission. The BZD Committee voted two to one in <br />favor of this legislation. The legislation is currently being held in committee. <br />Mr. McKay, chairperson of the Finance Committee: 1) The committee met on <br />October 24. Present were committee members Limpert, O'Grady and McKay; Council <br />members Nashar, Miller, and President of Council Saringer; Mayor Musial, Service <br />Director Bohlmann, Safety Director Jenkins, Finance Director Copfer, Wastewater <br />Treatment Plant employees Dennis Long, Bob Nichols, and Barry Boehnlein. The <br />following items were discussed: <br />• Ordinance 2000-137, which would permit the Service Director to extend the lease for <br />the Dewatering Centrifuge System for three months. The purpose of leasing this unit <br />was to compare the Centrifuge unit performance to the Zimpro unit. The operational <br />cost was $40,000 less per quarter with the Centrifuge unit, and the Centrifuge unit <br />operates within the EPA regulations. The odor problem will be reduced when the <br />unit is moved inside the building along with the waste storage. Our present lease will <br />expire on November 9, 2000. The lease must be renewed to continue the Dewatering <br />Centrifuge System. The lease shall not exceed $109,000. If the lease is renewed, the <br />city will have the option to buy the unit at the end of three months. The problems <br />facing Council are the cost of the three-month lease plan, plus the cost of the unit. <br />The cost of the machine is $182,000. Council had asked if the cost of the lease could <br />be applied toward the purchase price and was informed that it could not. If a new unit <br />is purchased from a dealer, delivery time, including set up and making sure that it is <br />running properly, will take about 12 months. The cost of a new unit would be <br />$250,000 if purchased from a dealer. The committee decided to continue the <br />discussion on October 30 in order to allow time to get answers to questions <br />concerning guarantees or warrantees <br />• Ordinance 2000-143, which is a transfer ordinance on the appropriations for the <br />current year. The transfers occur in the Data Processing Department, $1,820; <br />division of the general staff, $11,000; general administration, $22,000; North Olmsted <br />Municipal Bus Line, $20,000, recreation fund, $3,500; sanitary sewer fund, $35,400; <br />street sign to street lighting, $6,000.
