Council Minutes of 11/8/2000 <br />Sears' parking lot. Representing Bennigan's was Mr. Jeffrey Ames from TRG <br />Development Services Group, Inc. The building will be brick from the ground level <br />up to the bottom of the window ledges around the entire building. The brick color <br />will be sandy burnt red. The windows will be a bronze, and the bronze will not fade <br />out as time goes on. The doors will be of a mallard green. Above the brick will be a <br />beige EFIS. The flashing will be a buff color and the roofing is a metal painted <br />copper color. The dock area will be walled up, shielding the dumpsters. There will <br />be nine 10-foot light poles on a 2-foot base, each containing a 400 wattage light. <br />There will be three lights located along the front of the east entrance of the building <br />and lights on the top edge of the awning will be for a shadow effect. At present, there <br />are two fire hydrants in this area, but the Fire Department requires a third one be <br />installed. There will be two sign locations, one on the Brookpark Road side and the <br />second on the south side of the building. The committee unanimously recommended <br />approval of Bennigan's Restaurant Bar and Grill subject to the recommendations of <br />the various boards and commissions of the city. Mr. Nashar moved to approve the <br />proposal for Bennigan's Restaurant subject to all recommendations of the boards, <br />commissions and committee. The motion was seconded by Mr. O'Grady and <br />unanimously approved. <br />• Stone Quarters, located at 30993 Lorain Road. There was no one present <br />representing Stone Quarters, but Mr. Tom Rymarczyk, the Assistant Building <br />Commissioner, presented a proposal for the expansion of the stockyard. Some of the <br />stone material will be palletized, and others will be stone and rock in piles. There <br />will be a six-foot board on board fence that surrounds the stockyards. The BZD <br />committee recommended that six evergreen trees be planted to help protect the <br />neighboring residents from noise and dust pollution. The City Forester is to be <br />consulted for his recommendations of the trees. The BZD committee unanimously <br />recommended approval subject to all the recommendations of the boards and <br />commissions. Councilman Nashar moved to approve the proposal for Stone Quarters <br />subject to all the recommendations of the boards, commissions and committee. The <br />motion was seconded by Councilman Gareau and unanimously approved. <br />• Ordinance 99-83, which calls for the amendment of the zone map by changing the <br />zoning of property located on Dewey Road, north of Lorain, from Single Family <br />Resident District to General Retail Business District. This ordinance was turned <br />down by the Planning Commission. The Building Zoning and Development <br />Committee did not make a recommendation but chose to make recommendations <br />when the legislation was brought to a vote. A decision was later made to table this <br />legislation, and that will be done this evening. <br />• Ordinance 99-108, which creates a new Section of 929.04 of Chapter 929 of the <br />Streets, Utilities and Public Services Code, entitled "Underground Utilities and <br />Communications Systems" to require the construction of underground service drops <br />or connections from the public right-of--way or utility easement to commercial <br />buildings in the City of North Olmsted. The BZD Committee recommended <br />approval. <br />• Ordinance 99-113, which amends Section 1119.01 of the North Olmsted Zoning <br />Code, entitled "Building Permit Required" in order to prohibit commercial and new <br />residential developers from obtaining building permits for real property development, <br />5 <br />
