NORTH OLMSTED CITY COUNCIL <br />MINUTES OF THE PUBLIC HEARING <br />OCTOBER 30, 2000 <br />Present: Council Presidem Saringer, Council Members Gareau, Kasler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Present: Clerk of Council Seman <br />Council President Saringer called the public hearing to order at 7:30 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />President Saringer announced that the public hearing was being held with regard to <br />Ordinance No. 99-113, an ordinance amending Section 1119.01 of the North Olmsted <br />Zoning Code entitled "Building Permit Required" in order to prohibit commercial and <br />new residential developers from obtaining building permits for real property development <br />when real property taxes are due and owing as amended. <br />AUDIENCE PARTICIPATION <br />Jim Burns, 3978 Dover Center Road, asked what the amendment was to the legislation. <br />Councilman Miller answered that, as a result of a recommendation by the Planning <br />Commission, language was added to allow for an agreement. That is, if the developer has <br />made an agreement with the County Treasurer on a method of payment and a schedule <br />for payment of back taxes, then the permit can be issued. Mr. Burns questioned whether <br />the County Auditor has a method of certifying that real property taxes have been paid. <br />Councilman Miller said the County Auditor's office will produce a receipt. President <br />Saringer noted that a phone call to the Auditor's office is all that is needed to get <br />verification, and they will send it by mail if requested. Mr. Burns still expressed concern <br />about whether the Auditor's office would provide the service and how long it would take <br />to receive verification by mail. Councilman Gareau said it would be easy for an <br />individual to simply go down to the Auditor's office and get the verification.
