Council Minutes of 10/3/2000 ,~ AT&T and Nextel regarding the cell phone tower in Clague Park. Changes are being .~, made to the contract, and the legislation will remain in committee. Mr. Nashar, chairperson of the Building, Zoning and Development Committee: 1) The committee met on September 27. Present were Committee members Gareau, O'Grady and Nashar; Councilmen McKay and Limpert; City Engineer Deichmann, Assistant Building Commissioner Rymarczyk, Service Director Bohlmann. Agenda item was as follows: • RJR building located at 4858 Dover Center Road. This building is approximately 1,000 feet from the water tower on the west side of Dover Center Road. Representing RJR was Bert Haas and architect Bob Porter. The proposal is to convert the existing home, which previously was rezoned to commercial use, to office use. A handicap ramp will be located in front of the building, and the material used will be red brick which will match the exterior of the present building. Ten parking spaces will be required for this facility. A window will be put in at the location of the current entrance and a window will be placed in the walled-up area of the garage. The BZD Committee recommended approval subject to the storm water and sanitary engineering approval and Board of Zoning Appeals approval. Mr. Nashar moved to approve the RJR building located at 4858 Dover Center Road subject to all the recommendations and requirements of the boards, commissions and committees. The motion was seconded by Mr. Gareau and unanimously approved. Mr. McKay, chairperson of the Finance Committee: 1) The committee met on September 27 to review Ordinances 2000-125, 2000-126, 2000-127, 2000-128, 2000-129 and Resolution 2000-121. Present were committee members Limpert, O'Grady, McKay; Council members Nashar and Miller; Service Director Bohlmann, Safety Director Jenkins, Finance Director Copfer. Agenda items discussed were as follows: • Resolution 2000-121, which directs the Auditor of Cuyahoga County to pay to North Olmsted all money due and owing the City from any collection source. The committee recommended approval. • Ordinances 2000-125 through 2000-129, which adjust the compensation for the following elected officials: President of Council, Ward Council members, Mayor, Director of Law and Director of Finance. These ordinances were held in committee awaiting more information from surrounding communities in order to make comparisons. The salaries for elected officials must be set prior to their election in 2001. AUDIENCE PARTICIPATION Duane Limpert, 4921 Berkshire Drive • Addressed Council as a resident and the co-chairperson of the committee which is promoting passage of the library issue. Council members often hear complaints about too many retail stores, vacant stores and the need to improve the way the city looks. The library issue is an opportunity for the people and the corporate citizens of North Olmsted to help upgrade the look of Lorain Road and to improve the image of the city. County government considers this portion of Lorain Road a Target Improvement 4
