Council Minutes of 10/3/2000 <br />Area for grant purposes. "Target Improvement Area" are nice words that mean a <br />..~w~ blighted area. Thank you to City Council for showing its support by putting this issue <br />on the ballot to allow the citizens to decide. It is important that the people realize this <br />is a bigger issue than a newer and larger area to keep books and other media material. <br />Libraries build communities. Change is coming to this area, be it by way of a new <br />library or by more commercial development. We have an opportunity for green grass <br />along Lorain Road. By applying for additional CDBG money, we can streetscape <br />from this new library all the way down to Dover Center Road with trees, lawns, and <br />benches to make it a beautiful setting. The current proposal also calls for a green area <br />near the Middle School. This is truly an opportunity for the city to decide what we <br />want as a future North Olmsted. He asked that Council further support this issue by <br />letting people know there is more at stake here than a 30,000 square foot library. He <br />believes that neighborhood improvement or decay starts at the center line of the <br />street. We have witnessed this first-hand in North Olmsted and continue to take <br />proper actions to move our neighborhoods in the right direction. The same premise is <br />true for the center of a city. This issue will move North Olmsted in the proper <br />direction. <br />Cliff Crabs, 25575 Butternut Ridge Road <br />• He has had ahands-free phone for 10 years and is a proponent of them. However, he <br />does not believe the city should pass a cell phone ordinance similar to the legislation <br />passed in Brooklyn. There already is movement in that direction at the State level <br />and there already is a State statute regarding undivided attention while operating a <br />motor vehicle. There are plenty of other diversions while driving other than talking <br />on a telephone; for example, smoking, eating, drinking, etc. No one is a greater <br />proponent of hands-free cell phones than he, but he doesn't think we need more laws <br />just to enforce it. President Saringer commented that Section 331.34 of the Codified <br />Ordinances addresses failure to control, weaving and full time and attention and could <br />be enforced. Mr. Nashar responded that this legislation was put forth for the purpose <br />of raising public awareness. He does feel that talking on a phone is more distracting <br />to a driver than the other diversions mentioned by Mr. Crabs and this issue should be <br />addressed. Mr. O'Grady said he felt the ordinance goes beyond public awareness <br />because it includes sanctions and permits a police officer to give a citation. Mr. <br />Limpert suggested that the committee consider changing this legislation from an <br />ordinance to a resolution since it is his understanding that resolutions are for <br />awareness and ordinances are for enforcement. <br />President Saringer noted that several old pieces of legislation would be tabled this <br />evening. <br />LEGISLATION <br />Ordinance No. 97-4 introduced by Mayor Boyle. An ordinance approving and <br />authorizing the execution of an agreement with the North Olmsted City School District <br />providing for the sharing of certain municipal income tax revenues related to a project to <br />be owned and constructed by Harsax Incorporated.
