Council Minutes of 9/19/2000 <br />Avenue, Nos. 4404 and 4626. The North Olmsted real property code requires that <br />sidewalks be in good repair if mare than 1 inch differential in the leveling of the <br />sidewalks. This is done for the safety of the pedestrians walking. The committee <br />recommended approval. <br />• Resolution 2000-105, which authorizes the Director of Public Service to receive bids <br />for the wyeing of sanitary sewer manholes on Blossom Blvd. and storm sewer <br />improvements on MacKenzie Road. The committee recommended approval and <br />suspension of the rules requiring three readings so as to speed up the project for this <br />year. <br />• Ordinance 2000-108, an ordinance authorizing the Mayor to enter into an agreement <br />with Polytech Incorporated to provide engineering services for the design of the <br />intersection improvements at Claque and Lorain Road. The total cost is estimated to <br />be $88,670, with the city's share being $8,800. The committee recommended <br />approval. <br />• Resolution No. 2000-109, which adopts the budget for the City of North Olmsted for <br />the fiscal year beginning January 1, 2001 for submission to the County Auditor. The <br />purpose of this resolution is to ensure that North Olmsted receives all funds due the <br />city from the general and special taxes, fees or classes of revenues from the county. <br />The committee and all of Council were provided with the changes/amendments <br />tonight and the committee recommended approval and suspension of the rules <br />requiring three readings as amended. <br />~ Ordinance 2000-112, which authorizes the Mayor to enter into an agreement with the <br />AFSCME Council 8 Local 3517 union for collective bargaining between the city and <br />Local 3517. Sections that were amended from the previous contract include written <br />rules and regulations, seniority and layoff, military duty pay, uniform allowances, <br />health and insurance, promotions, job security, longevity, wages and the term of the <br />agreement. The committee recommended approval and suspension of the rules <br />requiring three readings. <br />• Ordinance 2000-113, an ordinance to transfer appropriations for the current expenses <br />and other expenditures for the city as amended for the year 2000. Changes were <br />made in fire staffing, police administration, police staffing, prisoner care, engineering <br />staffing, engineering operations, public works operations, fleet management <br />equipment, general service staff, general staff operations, public buildings, general <br />administrative, personnel operations, sanitary sewer fund, plant system and debt at <br />Springvale and wages and operating organization also buildings and equipment and <br />capital improvements. The grand total was $52,441,157. The committee <br />recommended approval and suspension of the rule requiring three readings. <br />• Resolution 2000-114, which authorizes the Mayor to apply for Issue 2 funding for the <br />capital infrastructure improvements projects as amended. First on the list was Lorain <br />Road rehabilitation with paving and curbing and storm sewers from the west <br />corporation line to Canterbury Road. Second was Butternut Ridge Road <br />rehabilitation. Third, water main improvements on Marion, Clifford, Alexander, <br />Westchester, West 231 and Tree Lane. The committee recommended approval and <br />suspension of the rule requiring three readings. <br />8 <br />
