Council Minutes of 9/5/2000 <br />2) North Olmsted Police Detective Simon Cesareo, who lives in Brunswick Hills, is <br />recognized for saving the life of a neighbor child who was drowning in a swimming pool. <br />Mr. Miller, chairperson of the Transportation Committee: 1) The committee met on <br />July 27 to discuss the Claque Road crosswalk at Claque Park. The purpose of the <br />meeting was to discuss what improvements would occur at this location as recommended <br />by Traffic Engineer Griffith and the enforcement of the existing code and/or changes that <br />might be considered. Mr. Griffith, while noting that the crosswalk currently does <br />conform to state standards, indicated that the following changes would be made: 1) <br />Signage color will be changed to the new fluorescent yellow-green; 2) Striping at this <br />location will be made wider, thus more visible to motorist; 3) Diagonal striping through <br />the crosswalk will be added, for the same reason; 4) The existing overhead sign, which is <br />approximately 720 square inches, will be increased to 1,440 square inches; 5) Wording <br />on the overhead sign will be changed to read "Yield to Pedestrians when Flashing"; 6) <br />Current visors, that completely encircle the flashing lights, will be changed so that <br />pedestrians attempting to cross will be able to see if in fact they aze crossing with the <br />flashing lights or if the pedestrian activated timer has shut off. It was requested that these <br />changes also be made at a similar location of Sweetbrier Drive and Canterbury Road. <br />Further it was requested that the engineer take a look at all city crosswalks, particularly <br />those in school zones. A discussion was then had in regards to the existing law as it <br />applies to yielding to pedestrians. In the final analysis, it is appazent that the first <br />responsibility is placed on the pedestrian to enter the roadway safely. If this occurs, <br />vehicular traffic must yield to the pedestrian. It is important to know that the flashing <br />yellow lights on their own do not require a stop. Rather, the signal simply advises <br />drivers to proceed with caution and does not require them to yield to pedestrians who <br />have not yet entered the roadway. Also, the Ohio Revised Code 4511.46 does allow our <br />police officers to cite motorists who fail to yield to pedestrians who have already entered <br />the crosswalk. Subsequent to the committee meeting, he has received two phone calls on <br />the subject. The school crossing guard at the Canterbury/Sweetbrier location requested <br />that anon-slip type of paint be used on the crosswalks. Brad Miklosovic, of the Westlife, <br />indicated that a similar light crosswalk arrangement exists in Parma. However, the <br />difference is that, when the flashing yellow lights are activated, the flashing lights turn <br />red and the vehicular traffic stops. He intends to visit this site and discuss this with the <br />Traffic Engineer and Law Department. <br />Mr. O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on July 25. Present were committee members O'Grady, Nashar and <br />Limpert; Council members Sazinger, Gazeau and Kesler; Safety Director Jenkins and <br />Traffic Engineer Griffith; residents from West 231 Street and surrounding areas. The <br />committee discussed Ordinance 2000-100, which called for complete prohibition to <br />parking on West 231. This ordinance, which was introduced by Ward Councilman <br />Gareau, was the outcome of a five to one vote to prohibit parking on both sides which <br />had been taken to a joint meeting of the Public Safety and Streets and Drainage <br />committees on July 11. Traffic Engineer Griffith gave background on the issue and <br />reiterated that the street was wide enough to permit parking on one side.
