Generally speaking, all <br />" ' residents who live near West 231, but not on the street, call for some additional <br />restrictions to parking while residents who live on the street said that there is a need for <br />on-the-street parking to continue. A resident suggested that the absence of a berm on the <br />street, after the reconstruction of the street, has created some of the congestion. After the <br />discussion, the Chairman recommended that the ordinance be held in committee and that <br />a letter be sent to the Service Director requesting, with the concurrence of the Mayor, that <br />a berm of crushed stone between two to three feet in width be constructed on the non- <br />hydrant side of the street. Also, part of the motion was that, if any action were to occur <br />regarding this ordinance other than to table, that the affected residents would again be <br />notified. This motion was unanimously approved by the committee. <br />2) During Council's vacation, he had an opportunity to view a tape that dealt with, and <br />tracks very closely with, the report given by Councilman Miller. It dealt with the <br />placement of in-ground flashing caution lights at crosswalks. After viewing that tape and <br />having discussions with members of the administration, he has decided to call a Public <br />Safety Committee meeting so that Council members can see that tape and discuss cost <br />issues, perhaps with the idea of adopting that for select crosswalks in the City of North <br />Olmsted. <br />Mr. O'Grady, chairperson of the Environmental Control Committee: 1) The committee <br />met on Saturday, July 29, at 10 a.m. Present were committee members O'Grady, and <br />McKay and Council member Limpert; Mayor Musial and Administrative Assistant <br />Creadon; Charles Thomas from the Cuyahoga County Engineer's office; Michael <br />McCarthy from HNTB Architects Engineers Planners. Attendees toured the proposed <br />area and discussed the plan of the creation of wetlands in the general area of west of <br />Whitehaven Avenue and south of Broxbourne Road. This area immediately borders the <br />Cleveland Metroparks Bradley Woods Reservation, which is to the south. The area in <br />question consists of fifty-four parcels, which had been zoned for residential use in the <br />1920's. The shallow depth bedrock prohibited the intended use because it would be <br />extremely difficult to install sewers, water lines, and gas lines through the bedrock. The <br />area has remained undeveloped for that reason. According to the County Engineer, this <br />area was once wetlands, and would be returned to that state by restricting the water nan- <br />off. The plan calls for the creation of 8.2 acres of wetlands, buffered by an additional <br />10.6 acres. The buffer zone would keep the wetlands separate from the existing <br />residences of Whithaven and Broxbourne. This re-created wetlands area would mitigate <br />the wetlands which must be removed for the Crocker/Steams Road, which is now <br />projected for a start date of 2005. The construction of Crocker/Steams will require 4.8 <br />acres of wetlands be taken from North Olmsted and Westlake, and 2.3 acres will be taken <br />from the Metroparks. The mosquito controls now in place in the area would be continued <br />by the Metroparks and the county. It is anticipated that, after afive-year monitoring <br />period, the Metroparks will assume ownership of these wetlands. The City of North <br />Olmsted will incur no cost for the purchase of these properties or the operations of the <br />wetlands. The committee voted unanimously to support this project. He has initial <br />drawings of the area and information sheets for anyone who would like to see them. He <br />recently attended a meeting at the Westlake Recreation Center where county officials <br />gave an excellent explanation and description of the mitigation effort that is being <br />5 <br /> <br />
