Council Minutes of 9/5/2000 <br />proposed in this area. The meeting was well attended by North Olmsted residents and <br />Mayor Musial and Councilmen Limpert and Nashar were also in attendance. <br />Mr. Nashar, chairperson of the Building, Zoning and Development Committee: 1) The <br />BZD Committee met on August 22. Present were committee members Gareau, O'Grady <br />and Nashar; Councilpersons Limpert, McKay and Saringer; City Engineer Deichmann, <br />Building Commissioner Conway and Mayor Musial. The following item was discussed: <br />• A proposal to construct a 270,000 square foot expansion to the Great Northern Mall, <br />south side, which is the Country Club Boulevard side, between Kaufmann's and J C <br />Penny's. Representing Dillard's department store was Bruce Rinker and Robert <br />Loesch. The original proposal called for 12 feet of brick from the ground up. The <br />revised proposal now calls for 16 feet of masonry brick from the ground up. The split <br />face block will be red brick and the balance of 42 feet will be in a light beige EFIS <br />finish. The glass block above the entrances will be a standard glass and will be <br />evergreen in color. The building will consist of three levels. The landscaping <br />around the building will have seasonal plantings. The islands in the parking lot will <br />be landscaped with trees, which will be recommended by the city Forester. The <br />parking spaces are based on the gross leaseable area in the shopping center and will <br />be 4.5 parking spaces per 1000 square feet of the gross leaseable area. The parking <br />ratio is a reasonable requirement, which will satisfy the parking demand at the mall. <br />The new Dillard's will employ over 500 full-time and part-time personnel. This <br />project is slated to start this fall and the building to be completed sometime in March <br />or April of 2001. After discussion, the committee unanimously recommended <br />approval of Dillard's proposal, subject to all the recommendations of the various <br />boards and commissions. Mr. Nashar moved that Council approve Dillard's proposal <br />subject to all the recommendations and requirements of the boards and commissions <br />and engineering changes. The motion was seconded by Mr. O'Grady. Roll call: <br />Nashar, yes; O'Grady, yes; Miller, yes; McKay, yes; Limpert, yes; Kasler, yes, with <br />a brief comment that she had a concern over the portion of the brick to the EFIS. She <br />watched that discussion progress, not only on this project but over the past years. <br />She is somewhat disappointed in the proportions that remain. Although she is not <br />totally satisfied with it, she will defer to the BZD Committee. The motion passed <br />unanimously. <br />AUDIENCE PARTICIPATION <br />Julie Perry, 23422 Westchester Drive. <br />~ Previously sent a letter to all of Council, Mayor Musial and Mr. Tennant of the <br />Building Department with regard to the property at 23434 Westchester Drive which is <br />dilapidated, deteriorating and a complete eyesore in the neighborhood. She and other <br />neighbors have been voicing concerns about this property for a long time as the home <br />has been vacant for over two years. They want some answers. There is someone <br />legally responsible for that property, and they need to be held accountable. President <br />Saringer said she had received a letter from one of the neighbors and had contacted <br />the Building Department.
