Council Minutes of 7/18/2000 <br />street is not expecting a double yellow roadway to have cars parked in the middle of it. <br />He intends to notify the residents by mail of the change and to suggest to them what the <br />current status of the parking is. He would be happy to include the date and time of the <br />meeting in that communication. Mr. O'Grady noted that the traffic engineer had <br />recommended no change to the current parking situation on that street. <br />Mr. Limpert, chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />On the July 11, the Recreation Committee met to discuss the issue of golf carts at <br />Springvale which has now been formalized into Ordinance 2000-101. Present were <br />committee members Limpert, O'Grady and Miller; Councilmen Nashar, Gareau and <br />Kasler;. Safety Director Jenkins, Service Director Bohlmann and Finance Director <br />Copfer. The lease agreement with the golf cart provider will be changed. Currently, we <br />have a 50/50 arrangement where half of the revenue goes to the owner of the carts and <br />the golf course receives the other half. More and more golf course are moving to a <br />system whereby the golf course just strictly rents at a flat fee. On average, we will <br />receive $20,000 more a year by changing to a straight lease agreement. The committee <br />recommended unanimous approval of Ordinance 2000-101 and that it be passed under <br />suspension of the rules. <br />2) The Recreation Commission met on July 17. Items discussed included the success of <br />the July 4 picnic, the new park shelter which is being donated by Community Council <br />and changes to the lighting for baseball diamond No. 2. It is hoped that the new shelter <br />will be ready for Homecoming. The lighting on the baseball diamond is to be designed to <br />cause less spillage into the adjacent neighborhoods on East and West Park drives. The <br />commission members took a tour of some of the changes that have taken place at the Rec <br />Center. One improvement was the new floor in the ice rink warming areas and snack bar <br />areas. Since the ice rink is down, the committee looked at the condition of the u-bends <br />which are in the refrigeration coils of the rink. These are going to become a problem that <br />will need to be addressed in the next few years and Council should be well aware of that. <br />New curtains have gone up in the tennis area and have really changed the look of that <br />facility. Possibly new lighting for that area will be included in next year's appropriation <br />which would help to upgrade it to a first-class facility. <br />Mr. Nashar, chairperson of the Building, Zoning & Development Committee: 1) The <br />BZD Committee met on July 11. Present were committee members O'Grady, Gareau and <br />Nashar; Council members McKay, Limpert, Kasler, Miller; Service Director Bohlmann, <br />Assistant Building Commissioner Rymarczyk, City Engineer Deichmann, Mayor Musial <br />and Safety Director Jenkins. Agenda items were as follows: <br />• Ordinance 2000-81. This is an ordinance creating a new and revised Section 1136.04 <br />and 1136.05 of the Chapter 1136 of the Zoning Code entitled respectively "Permitted <br />Buildings and Uses" and "Area and Density Requirements" so as to permit golf <br />courses, and buildings associated with or related to the operation of golf courses, as <br />accessory uses in Single Family Cluster District. The committee recommended that <br />additional language be added to this ordinance and requested it be sent back to the <br />Law Director for additional inserts in Chapter 1136.04. The ordinance will need to be <br />reviewed by the Planning Commission and Council will hold a public hearing on it. <br />8 <br />
