Council Minutes of 7/5/2000 <br />or students had to cross Butternut Ridge to get to the new library, that might be difficult, <br />if not dangerous, for them. She is not saying she necessarily agrees with that. O'Grady <br />said he didn't either. Mrs. Heath said the city does need a new library but, as a citizen, <br />she would really like to see it happen in a positive way and that it not become a divided <br />issue with two camps of thought--people being put out of their homes so that the <br />community could have a new library. It concerns her that the whole focus will be taken <br />off what is really the issue: the need for a new library. Council President Saringer asked <br />the Mayor if any thought had been given to resurrecting the idea of buying the property <br />next to the library and expanding so prime Lorain Road property would not be used. She <br />believes that the homeowners of the property adjacent to the library were willing to sell. <br />Mayor Musial said he did not believe the homeowners have ever taken the position that <br />they were willing to sell their property. Taking that property alone would not be enough. <br />The next property and homes going down Burns Road would also be needed. Law <br />Director Gareau said this was not meant to be one camp against the other. If the issue <br />passes, the city will make every attempt to amicably reach an agreement with the <br />property owners rather than use eminent domain. The city does not have sufficient land to <br />build a library without imposing upon somebody. We want to reach an agreement, and <br />are working towards that. Mayor Musial noted, with regard to the comment about <br />children crossing Butternut Ridge Road, there is a traffic light at Dover Center Road and <br />Butternut Ridge Road with pedestrian crossing signs. Also, there is a traffic light at Porter <br />Road and Butternut Ridge Road. If it does appear that there are a lazge number of <br />students crossing Butternut Ridge Road, it would be very easy to put in a crosswalk with <br />the appropriate signage to tend to the safety of the children. Mrs. Copfer commented to <br />Mrs. Saringer that another reason the land next to the library was not an optimal site was <br />because the schools are evaluating their facilities and making a determination of their <br />need for more space. Mr. O'Grady moved for adoption of Resolution 2000-83; second <br />by Mr. Limpert; motion passed unanimously. Resolution 2000-83 adopted. <br />MISCELLANEOUS BUSINESS <br />President Saringer assigned Ordinance 2000-81 to the BZD Committee. <br />Mr. O'Grady scheduled a joint meeting of the Public Safety and Streets & Drainage <br />Committees for July 11 at 6 p.m. to discuss the issue of parking on West 231` Street. <br />The Directors of Public Safety and Service and the Traffic Engineer aze asked to attend. <br />Mr. Nashar announced the BZD meeting will take place on July 11 at 6:30 p.m. The <br />Building Commissioner and a representative from the Engineering Department are asked <br />to attend. The committee will discuss Ordinance 2000-81 and PC items. <br />Mr. Limpert scheduled a Recreation Committee meeting for 6:15 p.m. on July 11 to <br />discuss the leasing arrangements for golf carts at Springvale.
