Council Minutes of 6/20/2000 <br />mind on this--there can be significant negative impact to the neighbors if this goes to <br />a private developer. <br />• Mr. Miller said there were a few things brought up that are typical of the way the <br />whole process has been done. Tonight, he hears about a meeting that was held last <br />night where proponents were present and people who have a need for soccer fields <br />and ball fields were invited. But those who have had questions and are on the record <br />as having questions to be answered, were not invited. Tonight he finds out that there <br />was a potential plan for parking and utilization of the property presented. That wasn't <br />shared with Council. Together we can make adifference--give him a break! Then he <br />hears that certain letters went out supposedly answering questions to some of the <br />residents--that wasn't shared with Council. He didn't hear it until he heard it tonight. <br />Together we can make a difference? That's the problem with the way this whole <br />process has gone. There's been inclusion of those who are in favor of certain aspects <br />of it and exclusion of others. Therefore, the questions that have been brought up and <br />have been pointed out haven't been answered. Yet, new plans are being presented to <br />certain proponents. And then they're invited here tonight to present their opinions <br />when Council doesn't know whether a full disclosure was made. He gets the feeling <br />that the people who were at the meeting last night didn't get to see Mr. Bouman's <br />drawings of all the available city properties. It is very frustrating to be part of a <br />Council that is supposed to be informed in order to make decisions. Collectively, he <br />doesn't think there is a person on Council who doesn't think this issue is important. <br />It's the way it has been handled. Mr. Miller told the Mayor, "Mayor, you've made a <br />difference." President Saringer noted that, if it was a regular Recreation Commission <br />meeting, it was open to everybody. Mr. Miller said the topic to be discussed was not <br />disclosed. In fact, he saw Mr. Limpert about 1 1/2 to 2 hours before the meeting was <br />held, and not one mention was made that there was going to be a plan presented and <br />he should be there as he had questions and concerns--not a word. <br />• Mr. Limpert said it was a regularly scheduled Recreation Commission meeting and <br />was open to the public. Mr. Bouman was there and did present what he did tonight, <br />but in greater detail. <br />• Mr. Bouman said that at 6:20 or 6:30 last night he received a phone call from <br />somebody saying, "I was told, but please don't tell anybody, by a person that there is a <br />meeting about Bradley Road and NOSO was invited." That's all he knows. <br />• Mayor Musial responded to NU. Gareau's comments by agreeing that he had indicated <br />everyone should wait until they saw the global picture. However, that global picture <br />was reduced from an 11x17 to a 35 mm portrait when the Hadsells said they would <br />not agree to enter into a written option agreement. If they are not going to agree to <br />enter into a written option agreement, he is not going to waste time in speculating <br />what an overall project is going to cost way in the future. Also, he is not an advocate <br />of taking these pieces of property by eminent domain. If the Hadsells want to live <br />there for 50/100 years, he doesn't care. However, we still have to look at that 35 mm <br />picture and get that green space for our children and grandchildren in the future. With <br />regards to Mr. Miller's comments, he has to admit he doesn't understand what he is <br />talking about when he says, "Mayor, you have made a difference."
