Council Minutes of 6/20/2000 <br />President Saringer commented on the following communications: <br />~, <br />• Summarized a letter from Mr. Kubiak who resides on Lorain Road. With regard to <br />~,>~.. <br />Council's last meeting, Mr. Kubiak stated he was disappointed with the outcome of <br />tabling the PLA ordinance and offered several criticisms of the action. (Council will <br />receive a copy of this letter.) <br />• Letter received by all of Council from Mr. DePauw, Stoneybrook Drive. President <br />Saringer asked Mr. Miller, chairperson of the Transportation Committee, to take the <br />matter into the committee and he agreed. <br />• She was asked by some residents to read a letter sent by Mayor Musial to certain <br />residents. "Recently, material may have been sent to you by some of our residents <br />concerning the potential purchase of the Farver property (9 acres), which is roughly <br />north of the soccer fields on Bradley Road. Truly, this is democracy in action and I <br />applaud the interest and concern by our residents in becoming involved with the <br />future of our city. My difficulty is that some of the information contained in the <br />material distributed is not entirely accurate and, therefore, the wrong impression may <br />be conveyed to the recipients of the aforesaid material. Consequently, I am taking <br />this opportunity to send this communication to individuals who may be interested in <br />the issue of the city purchasing said property, the 9 acres presently owned by Mr. & <br />Mrs. Farver. 1) The allegation is made that your taxes will be increased if the 9 acre <br />Farver property fronting on Bradley Road is purchased. This allegation is simply not <br />true. Your taxes will not be increased even though the $310,000 purchase would be <br />borrowed money. 2) The city is planning on buying additional property on Bradley <br />Road. One must look out to the future--20 to 25 years from now. If we don't <br />accumulate green space today, we won't have the land for our children and <br />grandchildren to enjoy in the future. Certainly, as property becomes available on <br />Bradley Road in the vicinity of the soccer fields, I feel we owe it to our children and <br />grandchildren to try and purchase it and have it available for their use in the future. <br />Note that the Mayor can't purchase real estate unilaterally. Our City Council must <br />give the Mayor authority to purchase real estate and to authorize the expenditure of <br />such funds for said purchase. As to what the cost of a recreation project in the <br />Bradley Road area would be 20 to 25 years out, I feel that it is too long a time frame <br />even to engage in speculation as to the cost of any project that far in the future. <br />Again, keep in mind that Council would have to approve the expenditure of funds. <br />The one item I am sure of is that, if property such as the one in question is not <br />purchased by the city and if this property is developed by the current owners or sold <br />to a company for limited industry purposes, it will be lost forever (for our children <br />and grandchildren). Rather than enjoy the openness of green space, they may have to <br />put up with truck traffic and diesel fumes. 3) The statement is made that 'people who <br />purchase the woods will have access to our private road,' that is, the private road of <br />the Barton Woods Condo Association. If this statement is true, would not one be <br />more comfortable having the city own the Farver property wherein residents can work <br />with the city so as to control such access (if in fact that access is required) as opposed <br />to a private developer having such an access? As to the woods adjacent to the <br />Bradley Woods Condo Association complex, it is not in my plans to cut down the <br />trees. 4) Statements have been made that North Olmsted is millions of dollars in debt <br />"~ and tax dollars might be better spent elsewhere in the city.
