Council Minutes of 6/6/2000 <br />,~ Condominiums. They had a discussion, and his comment was the City of North <br />Olmsted is considering buying that. He never once said that the city bought the <br />property--that is totally and completely incorrect. Mrs. Kasler noted that Mr. <br />Bouman had made a statement with regard to ownership and she would like that <br />clarified. Mr. Bouman said that the owner, Mr. Farver, told his tenant that he had to <br />leave because the city owned by the property. The other side is already rented to a <br />city employee who is maintaining the property for the city. Mrs. Kasler asked that <br />the issue of the city employee who is a tenant be clarified. Mayor Musial asked Mr. <br />Bouman who the person was, and Mr. Bouman said he did not know. It was hearsay, <br />and he is coming here for answers. Mr. O'Grady commented that, unless this Council <br />authorizes the expenditure of funds, nothing can be bought. This Council has not <br />authorized the expenditure of funds, so he would say nothing has been bought by the <br />City of North Olmsted. Mrs. Kasler said it goes just a little further than that, but she <br />wants to know if that perception is out there that it has been purchased, when in fact, <br />she did not sign her name to anything and did not agree to that purchase. She does <br />not want that being discussed. What she would like to know is the answer to the <br />groundskeeper and asked the Mayor if he had any knowledge of who is living there. <br />Mayor Musial said he did not. He understands that there is an individual living there <br />and his son apparently moved out. There was an individual living there that installed <br />carpeting for a living. He does not know whether he is in or out. There is an <br />individual that lives in the other side of the house that apparently has the same last <br />name as an employee. Safety Director Jenkins said he had just one thing to clear up: <br />As Joe Bouman presented, it was hearsay that he was presenting here. As an <br />observation, he saw Mr. Farver cutting the grass last weekend. <br />Mary Solderich, 5682 Allendale Drive <br />• Her occupation was doing contracts for NASA, and she knows what can be put in to <br />contracts. She doesn't feel the ordinance (PLA) is necessary. If unions gets 90% of <br />the contracts, it would be totally unfair to say the rest of them can't get 10%. To say <br />if they are not union, they have to sign up as a union member, does that make their <br />work quality and safe? She doesn't think so. If Council decided to put in an <br />ordinance that every member working at City Hall had to be a member of the union, <br />would that be fair? She doesn't think so. She doesn't think the ordinance was fair. <br />She doesn't think that what was said about the Council members was fair or true. It <br />was a lot of rhetoric, and she thinks most people saw through it. She does know what <br />can and can't go in contracts--we don't need an ordinance to do it. Mr. McKay <br />addressed Mrs. Solderich and said, when a contractor comes in here and gets a <br />contract, we require a deposit of money to ensure that that contractor does a good job <br />and done on time. It doesn't make any difference if he is a union or non-union <br />contractor. He doesn't know how the quality of work is going to be upgraded because <br />it's already to our standards and we go and inspect it. Mr. O'Grady thanked Mrs. <br />Solderich for her comments--they were good. He believes too that the things that <br />were said were so outrageous that people will see through them and won't believe <br />them. That's very much (90%) the kind of calls he received at his home--people <br />expressing outrage over the tactics of the ABC. The other calls were asking what was <br />going on, which was a fair question. Wants to emphasize that there was a lot of <br />15 <br />
