~ 't <br />Council Minutes of 6/6/2000 <br />Resolution No. 2000-68 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Director of Public Service to advertise for bids for skatepark <br />improvements at the North Olmsted Recreation Center as detailed in the plans and <br />specifications on file and authorizing the Mayor to contract for the same, and declaring <br />an emergency. Mr. Gareau moved for suspension of the rules requiring three readings <br />and committee review; second by Mr. Miller; motion passed unanimously. Mr. Gareau <br />moved for adoption; second by Mr. O'Grady; motion passed unanimously. Resolution <br />No. 2000-68 adopted. <br />Resolution No. 2000-69 was introduced and placed on first reading by Mr. McKay on <br />behalf of the Mayor and entire Council. A resolution opposing the City of Cleveland's <br />plans to increase water rates by 30% over the next five years from 2001 through 2005 and <br />declaring an emergency. <br />Resolution No. 2000-70 was introduced and placed on first reading by Mrs. Kasler. A <br />resolution authorizing the Director of Human Resources to solicit proposals for an <br />assessment of Americans with Disabilities Act (ADA) compliance needs throughout all <br />city-owned facilities, and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />President Saringer said a resident had expressed to her his concern about truck traffic on <br />Clague Road. Mayor Musial responded that the resident's concerns had already been <br />brought to the attention of the Safety Director and the Police Department. Safety <br />Director Jenkins noted that the police had responded to the complaint with surveillance <br />and did not notice a heavy incidence of truck traffic. Capt. Whelan believes that there <br />was some special event going on the day the resident noticed the trucks. Mr. Jenkins <br />emphasized that residents should notify the Police Department when they have police- <br />oriented concerns. The police are the people immediately in a position to do something <br />about it. If they do not get satisfactory results, then they should contact him and then the <br />Mayor. That is the proper chain of command. <br />President Saringer said she had another complaint from a resident who was upset because <br />he didn't know rubbish collection was a day late after a holiday. Mayor Musial said this <br />was not unusual and asked if the resident was new to the area. Mrs. Saringer said he was <br />not a new resident, but he felt that he should be notified when rubbish collection was <br />going to be late. Mrs. Copfer said she had heard that BFI had a problem with broken <br />down trucks and the pick-up was later than normal. Mrs. Saringer said she would get <br />back to the resident. <br />Mr. Miller commented that he was very concerned about the Clague Road crosswalk near <br />Clague Park. There is a sign at the crosswalk way overhead that says, "Yield to <br />Pedestrians in Crosswalk." The only advance signage there is that there is a crosswalk <br />coming up for the motor traffic. By the time you can read, "Yield to Pedestrians in <br />Crosswalk," you would have killed somebody. Your car is already within 12/15 feet of <br />that sign. If children are crossing that street depending on that sign that people will <br />22 <br />
