Council Minutes of 6/6/2000 <br />3) The Public Safety, Health & Welfare Committee met again this evening at 7:30 p.m. <br />Present were all members of Council, the Mayor and the directors of Safety, Finance, <br />Service and Law and Administration Assistant Creadon. At issue was a liquor transfer <br />from Flavor of Ohio Incorporated at 28879 to Lorain to Westfall Enterprises, DBA <br />Flavor of Ohio at 28879 Lorain Road. There was no concern raised by the Police <br />Department with regard to this liquor transfer. After discussion, the committee <br />recommended approval of the liquor transfer. Mr. O'Grady moved that Council approve <br />the liquor transfer for Flavor of Ohio. The motion was seconded by Mr. Nashar and <br />unanimously passed. <br />Mr. Limpert, chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />The Recreation and Finance Committees met jointly on May 31. Present were committee <br />members McKay, O'Grady, Miller, Limpert; Council members Gareau, Nashar and <br />Council President Saringer; Safety Director Jenkins, Finance Director Copfer, Service <br />Director Bohlmann and Mayor Musial. The committee discussed Ordinance 2000-56, <br />which is an ordinance to enter into an agreement with Sandhu & Associates to provide <br />engineering services for HVAC improvements to the offices and lobby area of the <br />Recreation Center. This is a much needed project. Currently we are existing with the <br />original units from when the Rec Center was built. The committee unanimously <br />recommended approval. <br />Mr. Nashar reported on the volunteer gun turn-in program which was held on May 20 and <br />May 27. There were 20 guns turned in this year. Although there were not as many guns <br />turned in as last year, it was a successful program. Any gun that is turned in is one less <br />gun that children will be able to get their hands on and do harm to themselves or someone <br />else. Thank you to Giant Eagle, Westlife, Great Northern Dodge, Ganley Pontiac, <br />Geppetto's of North Olmsted and Councilman Paul Miller for their help and support. <br />Mr. McKay, chairperson of the Finance Committee: 1) The Finance Committee met on <br />May 31. Present were committee members O'Grady, Limpert and McKay; Council <br />members Gareau, Nashar, Miller and Council President Saringer; Mayor Musial, <br />directors Bohlmann, Copfer and Jenkins; several interested citizens. The following items <br />were discussed: <br />• Ordinance 2000-32, which authorizes the Mayor to purchase approximately 9 acres of <br />ground on the north side of Bradley Road west of Barton Road and to accept 1/3 acres <br />and a house as a donation. Discussed was the property appraisal by the city of <br />$270,000, and Mr. Farver's appraisal of $385,000. The mean price is $327,000. <br />Councilman Gareau stated that the property across the street purchased for $25,000 <br />per acre about five years ago. The city is paying $34,000 per acre at this time. <br />However, the Mayor stated he believes that the former Mayor had proposed to pay <br />approximately $360,000 for the same property. The committee then discussed land <br />use, which at the present time would be for green space with a future use for <br />recreation. The cost of future development would require an engineering study with <br />specific objectives in mind. The value of the land and house being donated to the city <br />°~ is a matter between Mr. Farver and the IRS. The house is supposed to be the second <br />8 <br />
