Council Minutes of 5/2/2000 <br />desk relative to that matter. Mr. Matheny said that the Service Director and Engineer <br />were at the meeting when this had been promised to the residents. The meeting took <br />place in either 1991 or 1992 and the residents were also promised that sidewalks would <br />be constructed. The sidewalks were put in, so that should be proof enough that <br />Shorewest was obligated to do things. President Saringer said she would look into this <br />issue. Mr. McKay said that an opening was made for Shorewest to use their own road, <br />and that is what they were supposed to do. Mr. Matheny indicated that Shorewest did <br />have an access road directly off of Butternut Ridge but did not use it. <br />Rose Scheef, 6001 Pebblebrook Lane, wished to thank everyone who said nice things <br />about Springvale. She was born there and spent her entire life there. The sign, to her <br />estimation, is the first thing you see pertaining to Springvale and she believes it is not in <br />good repair. Mrs. Scheef does not agree with some of the business decisions that have <br />been made in the past with regard to Springvale. She believes Marty Young is the only <br />hope the ballroom has because so far the management up until him has done nothing but <br />kill ballroom dancing, and it's a shame. Springvale should be run as a business to make <br />money. With regard to the road, she believes fixing the road would be an improvement. <br />Bill Scheef, 6001 Pebblebrook Lane, said the idea of putting the road in is certainly the <br />right idea. He believes the city has in-house capability to determine what the cost is <br />going to be. Mr. Scheef believes the city has dragged its feet because it has taken six <br />years to pave the parking lot and make ADA renovations. The problem is the street is <br />still a disaster. He noted that ever since Springvale has been a part of the city it has paid <br />off its capital investment, it has carried its debt service and it has provided about 6% of <br />its gross to the city. In time, Springvale will make the money to pay for the street. He <br />said the city should get something done and do it right. <br />Walt Spalding, 211 Greenward Way South, said his major concern as a Viewpoint <br />resident is the safety factor on Canterbury Road. It is in terrible condition, much worse <br />than Stearns Road. He does not want to wait another seven months and also believes the <br />city should be able to figure out the cost in-house. <br />Bob Wieler, 115 Greenward Way North, said he had not heard anything about traffic <br />control. He thought one of the criteria of the importance of the road was the traffic count <br />on the road, and no one has mentioned it at all. Mayor Musial commented that there are <br />some plans to conduct a formal traffic count with the potential of having a traffic light <br />installed at that intersection. <br />Dennis Lambert, 25057 Carey Lane, did not attend the last Council meeting but read an <br />article in the newspaper about a disagreement between Council members regarding use of <br />letterhead and postage by a Councilman to communicate with a group of constituents for <br />what Mr. Lambert termed a "campaign." From what he read, he felt the Councilperson <br />had "stepped over the line" basically because there are no rules to guide Council. The <br />body of Council as a whole is the "boss" of each person on Council and requests need to <br />be made formally. He suggested that Council, at its committee meeting to discuss the <br />Rules of Council and procedures, consider adopting the following rule: "With the <br />10 <br />
