Council Minutes of 5/2/2000 <br />• Canterbury Road is much too narrow, which creates a safety hazard, and the utilities <br />,. should be moved underground. <br />• An engineering study is needed to determine the scope of the project. <br />• It is his understanding that some of those opposed to the project for this year do not <br />feel the funds are available. However, he has been told that, even if this project is <br />done this year, the city will retire more debt than it incurs. <br />• He proposes that the residents form a committee to work with the Streets & Drainage <br />Committee to gather the necessary information and at some time in the future bring <br />the engineering study to another vote. <br />President Saringer told Mr. Gideon that committee meetings are open to the public and he <br />is most welcome to attend. Mr. Gareau explained that this issue (and other capital <br />improvements) had been discussed at aCommittee-of--the-Whole so that the entire <br />Council could be involved. He would be happy to go back and look at Canterbury Road <br />again at the beginning of 2001. Council has requested that the administration submit the <br />capital improvements project early next year so it is possible that we may be as little as <br />seven months away from having a discussion on Canterbury Road. Mr. Gideon said he <br />would like to help gather the information (the need for medians, how to save the trees, <br />etc.) so that there are no unanswered questions when the issue is discussed. He would <br />still like to see the engineering study done this year. Mr. Gareau said he felt that the cost <br />of the engineering was not a small amount of money and he does not believe it should be <br />done until there is a commitment to do the project. <br />Mr. O'Grady asked to respond to Mr. Nashar's earlier comments about the condition of <br />Stearns Road. He lives immediately off of Stearns Road and believes there is no <br />comparison. South Canterbury Road is in greater need of repair and presents far more in <br />the way of hazards due to the construction of the road and the proximity of the telephone <br />poles. <br />John Matheny, 5656 South Canterbury Road, does think the road needs to be repaired. <br />There is one big key issue that is being neglected and that is, when Viewpoint was going <br />in, Shorewest Construction was told at a meeting that they were going to be responsible <br />for repairs to the road when everything was done. He would like to know how much <br />money Shorewest is putting in to the project because most of the damage that has been <br />done is from construction vehicles which were not supposed to use the road. Mr. McKay <br />said it is his understanding that you cannot hold a construction company responsible for <br />that, but he will refer that question to the Law Director. Law Director Gareau <br />commented that, typically, construction projects have a haul road. In the past, the <br />Engineering Department has videotaped roads prior to construction to document the <br />condition of the road. Part of the proposal for using streets as a haul road is that there has <br />to be an agreement with the contractor that they will in fact repair any damage that they <br />do when using a street as a haul road. He does not know for sure whether any such <br />agreement was made with Shorewest with regard to Canterbury Road or if the street was <br />videotaped. He suspects that it was not done because, if it was, then some action would <br />have been taken with respect to a contribution to have that road repaired and identify the <br />'~""`' damage that was done as a result of it being a haul road.
