Council Minutes of 5/2/2000 <br />consummated and who, in fact, must initiate these steps. It is a fact, however, that the <br />residents of the annexed Cinnamon Woods will be responsible for 30% higher taxes <br />and an approximate increase of $975 a year higher than their North Olmsted district <br />residents. This is why this is an issue for us and why Council is approaching the <br />subject. As a result of the lengthy discussion, the Law Department will be asked to <br />review this issue. Additional questions involving the residents' position with the <br />Board of Elections will also be explored. Once significant information has been <br />obtained, residents will be notified and another meeting will be called if necessary. <br />The resolution was held in committee. <br />• Ordinance 2000-24, which creates a new Chapter 111 of the Administrative Code to <br />provide additional regulations and standards for city contracts. The ordinance was <br />amended by removing Section 111.02 entitled "Non-bid City Contracts and <br />Donations." In addition, contracts for the abatement of real property taxes were <br />added as an exclusion from the mandates of this ordinance. The ordinance, as <br />amended, was recommended unanimously by the committee. <br />Mr. O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />Public Safety and Finance Committees met in a joint meeting on April 26. Present at this <br />meeting were Finance Committee chairman McKay, Public Safety Committee chairman <br />O'Grady, committee members Nashar and Limpert and other members of Council Gareau <br />and Saringer. Present from the administration was Service Director Ralph Bohlmann. <br />Agenda items were as follows: <br />• Ordinance 2000-37, which amends Section 3 of Ordinance No. 94-148 establishing <br />non-resident fees and charges for the rendering of emergency medical service and <br />ambulance transportation by the City of North Olmsted. Discussion centered around <br />the fact that all newly assigned charges were consistent with the maximum allowable <br />rate for Medicare. This ordinance was unanimously recommended by the joint <br />committee for approval. <br />• Ordinance 2000-38, which authorizes and directs the Mayor of the City of North <br />Olmsted to enter into an agreement with Great Lakes Billing Associates, Inc. to <br />provide billing and collection services for the non-resident charges for rendering <br />emergency medical services and ambulance transportation by the City of North <br />Olmsted. This ordinance was reviewed by the joint committee and unanimously <br />recommended for approval. <br />Mr. Gareau, chairperson of the Streets & Drainage Committee: 1) The Streets & <br />Drainage Committee met on April 24, 2000. Present were all members of Council and <br />Service Director Bohlmann. There was one item on the agenda that evening and that was <br />Ordinance 2000-18, An ordinance vacating a portion of Northern Avenue located in the <br />City of North Olmsted and declaring an emergency." Mr. Bohlmann explained to <br />members of Council and interested parties that a portion of the current dedicated street <br />which was supposed to be used as the Northern Avenue extension was never developed <br />as such. Thus, we have a green space that is a dedicated area which is not being used for <br />the road it was originally intended.
