Council Minutes of 5/2/2000 <br />property owners have over the years maintained that property. The total width is about <br />50 feet. .After the discussion and some conversation on the importance of making sure <br />that the property is maintained and whether or not it could be used by the city for a <br />particular purpose, it was decided that the property could be vacated and later split and <br />attached to the rear portion of the adjacent residential properties. The committee <br />unanimously recommended approval. <br />Mr. Nashar, chairperson of the Building, Zoning and Development Committee: 1) The <br />Building, Zoning and Development Committee met on May 1. Present were committee <br />members Gareau, O'Grady and Nashar and Councilman Miller. On the agenda was <br />Ordinance 2000-12, which is on third reading this evening, "An ordinance creating a new <br />and revised Chapter 1163 of the Zoning Code of the City of North Olmsted entitled <br />'Signs' as twice amended." After months of deliberation between the Law Department, <br />the Chamber of Commerce, the Planning Commission and the BZD, we have achieved <br />the goal of legislation that is agreeable. Like any other legislation, if we feel an <br />amendment in the future is necessary, it can always be addressed. Thanks to the Law <br />Department, the Chamber of Commerce and the Planning Commission for their tireless <br />efforts and the BZD Committee and the entire Council who helped put this ordinance in <br />place. The committee unanimously recommended approval of Ordinance 2000-12. <br />2) As a reminder, coming up this month on May 20 and 27 there will be a volunteer gun <br />turn-in program. Residents will be able to turn in a gun to the North Olmsted Police <br />headquarters and in turn receive a $10 coupon from Giant Eagle and a oil change <br />certificate from Great Northern Dodge valued at $29. Ganley Pontiac and Honda has <br />made a contribution towards the $10 gift certificates from Giant Eagle. Mr. Miller noted <br />that Geppetto's Pizza Shop had also made a contribution towards the $10 gift certificates. <br />Mr. McKay, chairperson of the Finance Committee: 1) The Finance Committee met on <br />Tuesday, April 25. Present were Mayor Musial, Finance Director Copfer, Personnel <br />Director Popa, committee members Limpert, O'Grady and McKay and Councilpersons <br />Gareau and Kasler. Agenda items were as follows: <br />• Ordinance 2000-33, which is an ordinance establishing health care benefits for non- <br />bargaining employees of the city. The ordinance would increase the cost of health <br />care for the non-union employees from 8% to 12% of the plan premium cost. The <br />city would contribute 88% of the cost, and there are approximately 46 employees <br />eligible for the health care benefits at 8%. All union employees are at this time <br />paying 12%. It would seem that this is an unfair situation as both parties receive the <br />same benefits while one group pays 12% of the premium and the other group pays <br />only 8%. A problem arises due to the fact that the union employees receive more <br />personal days off, a greater rate of sick pay and more holidays. There was also <br />concern over the ordinance language which stated that the employer had the right to <br />negotiate co-payment and prescription drug rates to lower the cost to the employer <br />as well as the employee. The result of this is that, if the employer saves money, the <br />employee also saves money due to the percentage they pay. There is also a federal <br />law that permits this type of negotiation. A question arose if the rate increase should <br />be retroactive to January 1, 2000. That issue was left unsettled. Another suggestion <br />4 <br />
