Council Minutes of 4/18/2040 <br />• Soccer Sportsplex located at 31515 Lorain Road. Representing Soccer Sportsplex <br />~~. <br />~, was Mr. Dale Schmidt with a proposal to construct a 19,000 square foot addition, <br />which is 96 x 192, to the existing building. The steel on the siding of the building <br />will match the existing building in color and also the brick. When the original <br />building was built, the underground retention was enlarged to accommodate this new <br />addition. No additional parking will be required. For the most part, the new addition <br />will be a practice area. Lights on the building will shine downward for security <br />purposes. On the west side of the building of the new addition, an overhead door will <br />be installed for easy loading and unloading of equipment. Mr. Schmidt said <br />additional landscaping would be added. After discussion, the committee unanimously <br />recommended approval of the Soccer Sportsplex proposal subject to the <br />recommendations of various boards and commissions. Mr. Nashar moved that <br />Council approve Soccer Sportsplex located at 31515 Lorain Road subject to all <br />recommendations. The motion was seconded by Mr. O'Grady and unanimously <br />approved. <br />• The third item on the agenda was Cypress Avenue development, which will border <br />North Olmsted and North Ridgeville on the north side of Lorain Road. Representing <br />Q-Panel was Mr. Gary Simecek, vice president of operations. The owners of Q-Panel <br />have requested approval of the Cypress Avenue location to be along the east property <br />line next to Aetna Door. There will be a driveway cut into Cypress Avenue from the <br />Aetna Door driveway. The City Engineer has agreed to review the proposed cut and <br />make the necessary engineering changes in design to best accommodate Aetna Door <br />Company at no extra charge to Aetna. After review, the Assistant City Engineer <br />noted in a letter dated March 14 that, depending upon how the Q-Panel property is <br />developed, a traffic signal may or may not be needed. The City of North Olmsted <br />should protect itself from any costs incurred. And should a traffic signal be required <br />at a future date, North Ridgeville should be responsible for the installation and <br />maintenance costs. The BZD Committee recommended approval and all expenses <br />incurred should be charged back to Cypress Avenue Development and not Aetna <br />Door. Mr. Nashar moved to approved Cypress Avenue development subject to all the <br />engineering changes and recommendations and requirements of the boards and <br />commissions and committees and the requirement that all expenses incurred would be <br />charged back to Cypress Avenue Development. The motion was seconded by Mr. <br />Gareau and unanimously passed. Councilman Gareau noted for the record that, <br />although Q-Panel had been in attendance at the committee meeting on behalf of the <br />developer, they did indicate to the committee that they had the full authority to make <br />these changes to the Cancilla property and that they were acting within the scope of <br />their authority as granted them by the developer. Mr. Nashar agreed that was correct. <br />• Ordinance 2000-23, "An ordinance creating a new Chapter 719 of the Business <br />Regulation Code of the City of North Olmsted entitled 'Home and Garage Sales' for <br />the purpose of regulating garage sales and other similar sales in residential <br />neighborhoods and declaring an emergency as amended." Recommended changes to <br />this ordinance were the removal of the $5 fee and the sale of cars, trucks and <br />recreational vehicles. This ordinance will not apply to homeowners associations, <br />non-profit organizations, churches, etc. The hours for garage sales were changed to <br />''~'' be between 8 a.m. and 5 p.m. instead of the original proposal of 10 a.m. to 7 p.m. If <br />10 <br />I <br />
