Council Minutes of 4/18/2000 <br />an applicant is denied a permit, the applicant will have a right to appeal this decision <br />before the Board of Zoning Appeals. The committee recommended approval. <br />• On April 17, the BZD Committee held a meeting pertaining to Ordinance 2000-12. <br />Present were committee members Gareau, O'Grady and Nashar; Council members <br />Miller, Kasler, McKay, Limpert; President of Council Saringer; Law Director Gareau, <br />Safety Director Jenkins; sign expert Rick Zimmerman. This sign ordinance has been <br />amended two different times. The BZD Committee agreed to add additional changes <br />to the ordinance. Under Section 1163.26 "Underground Signs" section (c): "No <br />ground sign shall exceed fifty (50) square feet in total sign face area, nor twelve (12) <br />feet in height as measured from either (1) the ground level at the property line nearest <br />the sign, or (2) the ground level at the sign, whichever is higher, except that ground <br />signs no more than eight (8) feet in height shall not exceed sixty-five (65) square feet <br />in total sign face area." Also discussed was the deletion of another part of the same <br />Section 1163.26, and this evening it was agreed to delete section (d), "No ground sign <br />shall be nearer than twenty-five (25) feet to any other permanent sign, building or <br />structure. This paragraph shall not be construed to prohibit the erection of a <br />temporary sign within twenty-five (25) feet of a ground sign." <br />• Following the BZD Committee meeting, a public hearing was held where additional <br />recommendations and changes were made. With all these changes in place, <br />Ordinance 2000-12 will go back to the Planning Commission, then back to the BZD <br />for recommended approval and then for a vote by Council. The BZD Committee has <br />recommended the changes up to this point. <br />• Over the last couple years, he has proposed a volunteer gun turn-in program for the <br />city. This program is for the residents of North Olmsted who no longer feel that they <br />want to have a gun in their home, especially wherE children have the ability to get <br />guns without their parents' knowledge. The volunteer gun turn-in program was a <br />huge success last year and the year before, and he has been asked by residents to set <br />up another program this year and he will do so with the assistance of Councilman <br />Paul Miller. Residents can turn in their unwanted guns Saturday, May 20, and again <br />on Saturday, May 27, from 8:30 a. m. to 1 p.m. at the North Olmsted Police Station. <br />Guns should be wrapped in newspaper or a brown paper bag. The same standards <br />will apply as last year: turn in your gun, no questions asked. Residents who turn in <br />their guns will receive a $10 gift certificate from Griant Eagle and an oil change <br />valued at $29 from Great Northern Dodge. Ganley Pontiac has made a contribution <br />toward the $10 gift certificates. Mr. Miller noted that, if a resident is concerned about <br />the safety of handling a firearm, they can call the Police Department to have it <br />removed. <br />Law Director Gareau noted that, in looking over Ordinance No. 2000-12, he realized that <br />a sentence that should have been removed had not been. The part to be removed is on <br />page 3 under "Definitions" of Section 1163.02 (m), the last sentence. Mr. Nashar moved <br />to amend Ordinance 2000-12 by deleting the last sentence found in Section 1163.02 (m): <br />"For the purpose of calculating sign face area for any single sign having only two <br />opposed faces, only the surface area of one face of the sign shall be included in the <br />measurement if the two faces of the sign are directly opposite on another, parallel and no <br />,~ <br />11 <br />
