Council Minutes of 4/18/2000 <br />more than three (3) feet apart." The motion was seconded by Mr. O'Grady and <br />unanimously passed. Ordinance No. 2000-12 is amended. <br /><.~ <br />Mr. McKay, chairperson of the Finance Committee: 1) The Finance Committee met on <br />Wednesday, April 12. Present were committee members Limpert, O'Grady and McKay; <br />Councilpersons Kasler, 1Vliller, Nashar and Gareau; Council President Saringer; Mayor <br />Musial, Safety Director Jenkins; and approximately 14 residents from the Bradley Road <br />area and other areas. Agenda items were as follows: <br />• Ordinance 2000-33, a proposal to increase the cost of the health care insurance for the <br />non-bargaining employees from 8% to 12%, which would make it the same as what <br />the union employees pay. As chairman of the committee, he received a memo <br />regarding concerns in a number of areas. He has passed that memo on to Council <br />and the Mayor, and the ordinance was held in committee for review on a future date. <br />• Ordinance 2000-32, an enabling ordinance to purchase the real property on the north <br />side of Bradley Road. Pertinent points are: the property appraisal was $320,200; the <br />property is zoned light industry; it would be paid by $150,000 this year and $150,000 <br />the following year; the property tax is approximately $3,000 per year. The home now <br />has renters. The following questions were asked: how much money would be needed <br />to renovate the house to insure that it would be rentable; is the surrounding property <br />to be purchased; how much would the project cost; will this property be used for <br />green space until the need for future use? At the present time, there are no plans for a <br />baseball diamond. There were no rnap details available at this meeting. Mr. Limpert <br />said he would contact the Law Department with questions on first refusal. The <br />ordinance was held in committee. <br />• Ordinance 2000-34, which proposes to require entities who receive tax abatement to <br />make a contribution to a bona fide apprenticeship program. The fact was brought up <br />that the reason for tax abatement is to attract new businesses to locate in North <br />Olmsted. At the present time, there are a number of requirements that they have to <br />meet. So the question is, could this cause the company to locate elsewhere? The <br />Mayor has requested more time to review the content of the ordinance. The <br />ordinance was held in committee. <br />AUDIENCE PARTICIPATION <br />Axel Hoyer, 23477 Greenwood Lane, said he would encourage Council to purchase the <br />Bradley Road property and to look at future development as it would be a valuable asset <br />to the city. He is familiar with the property because, a couple of years ago, he and <br />several other people were asked by Mayor Boyle to walk the property with him. Mr. <br />Hoyer said that North Olmsted lacks green space and recreational space as compared to <br />other cities. He is a past president of Hot Stove and knows that there is a need for more <br />recreational land in the city, and the one thing any organization cannot do is purchase <br />land. He encourages Council to go forward with this project. President Saringer thanked <br />Mr. Hoyer for his comments and said that Council supports Hot Stove and sports in <br />general.
