Council Minutes of 4/18/2400 <br />would seem the year to take those steps toward the connection. Metroparks has improved <br />_. Cedar Point Hill to include a dedicated bike lane, both up and down the hill. To us, it <br />seems a simple process to go from 480 and Butternut east with a continuation on <br />Butternut to Columbia, then north to Cedar Point Hill. We, the bike rider, need no more <br />than a four foot space of asphalt pavement to accomplish this. I feel this would be a great <br />asset to our community allowing the bike riding citizens a safe way to bike from the heart <br />of our city to the Metroparks. Please give this letter your consideration. This path would <br />be a bonus to both adults and children. I close this letter thanking you in advance for <br />your time. Sincerely, Charles and Lisa Holly, Kennedy Ridge Road" <br />President Saringer: 1) Service Director Bohlmann announced during caucus that the city <br />has been issued $1,050,000 for Issue 2 monies for the widening of the intersection of <br />Claque and Lorain roads. Council unanimously agreed to expend $130,000 for the city's <br />cost. <br />2) Safety Director Jenkins informed Council that Springvale is offering a senior club card <br />at a cost of $15 to seniors 55 and older. The card entitles the bearer to 20% off golf and <br />cart purchase; 10% off merchandise, 20% off food and beverage items. The card will be <br />valid Monday through Friday before 1 p.m., May through September. <br />3) Saturday, April 27, is Earth Day. Homeowners and the business community are urged <br />to spend time to beautify their homes, yards and surroundings to help make North <br />Olmsted a better place to live. <br />Mr. McKay commented with regard to the bike path that last year Mr. Miller made a <br />proposal to get federal or state funding to connect the bike path that was coming up out of <br />the valley to Canterbury Road. The city was turned down on that funding. <br />Law Director Gareau: 1) He had reported previously that the St. Paul Insurance <br />Company had not only threatened to but did turn over the defense of the Moran case to <br />the Law Department because of the fact that we had refused to recognize their proposed <br />settlement. He communicated with St. Paul and indicated, as far as he was concerned, if <br />they wanted to resolve that issue, that they were free to do so. But he did not intend on <br />the behalf of the City of North Olmsted to offer the deductible. Although that issue was <br />not expressly resolved, he has not yet received a request for the deductible, which is <br />$25,000, and has indicated that, should we have that problem and the demand is made, <br />that we will litigate the case against St. Paul. It is his intention on the behalf of the City <br />of North Olmsted to file, if that eventuality should come about, a bad faith claim and a <br />breech of contract claim against St. Paul. Hopefully, that won't happen and that is the last <br />we will hear about that case. <br />2) Another interesting thing that we received several days ago was, for the third time, our <br />fair housing ordinance has been rejected by HUD. Every time we submit it to them, they <br />make suggested changes. We accomplish the suggested changes, we pass an ordinance, <br />we send it to them and they look at it and come back with other changes. The only city in <br />Cuyahoga County that has a fair housing ordinance that is acceptable to HUD is Shaker <br />Heights. We have been trying now since 1995 to accomplish that. The latest one was in <br />the fall of 1999. We once again got everything together and submitted the proposal, the <br />ordinance that was passed, to them for approval and six months later they came back with <br />2 <br />
