Council Minutes of 4/18/2000 <br />_~ President Saringer asked Law Director Gareau how the new sign ordinance will affect the <br />,J marquee in front of the Community Cabin. Law Director Gareau commented that it is <br />not necessarily the sign ordinance but the subject of freedom of expression and the right <br />of all speakers to have the same access. The city uses that method. When someone uses <br />the Community Cabin, they can announce that they are using it. Mr. Limpert suggested <br />that perhaps the content would actually be more up to the city as far as announcing that <br />somebody has rented the cabin. Law Director Gareau said that the city should have some <br />reasonable criteria or regulations indicating to what extent we will put the message on the <br />board as to who is renting the cabin or for what function. <br />Finance Director Copfer: 1) The February 2000 revenue and expenditure reports were <br />delivered to Council's mailboxes today. <br />2) On Wednesday, April 12, and Thursday, April 13, she attended the Ohio Public Funds <br />Managers Investment Conference, sponsored by State Treasurer Deter's office and held in <br />Beachwood. This is a requirement of any person with the responsibility for investing <br />public monies in more than certificates of deposit, which we do. This is always <br />educational in both course materials and the exchange of information with her peers. She <br />enjoyed it and got a lot out of it. <br />3) On a more personal public service note, Mrs. Copfer noted that this week is Organ <br />Donor Awareness Week. Many think that, if you denote on your driver's license that you <br />want to be an organ donor, it will happen when necessary. This is an indication, but your <br />next of kin is still the one who is going to be making the decision and giving permission. <br />Therefore, a potential donor should talk to his/her family about their intentions to be an <br />organ donor. A heart transplant saved her father's life in 1988, and the city has an <br />employee who was saved with a kidney transplant. Personally, she knows two residents <br />in the city that are living today because of kidney transplants. So it does affect this <br />community, and she just wanted to make everyone aware of it. <br />President Saringer: 1) A public hearing was held last evening on Ordinance 2000-12, an <br />ordinance which creates a new and revised Chapter 1163 of the Zoning Code entitled <br />"Signs." Present were all Council members; Finance Director/Acting Clerk of Council <br />Mrs. Copfer; Mr. Zimmerman, the city sign expert; members of the Chamber of <br />Commerce. Mr. Pat Graham reiterated the Chamber's concerns. Basically, the amended <br />ordinance was reviewed page by page. Most of Mr. Graham's concerns were addressed <br />with the explanations by Mr. Zimmerman. There was another deletion made to the <br />ordinance this evening, and this will be referred to the Planning Commission. It seemed <br />that some of the concerns were just a matter of interpretation. <br />2) Following the public hearing, there was aCouncil-as-a-Whole meeting to discuss the <br />year 2000 capital improvements; mainly, the street and storm capital improvements, for <br />the Rec Center and WWTP projects. It was suggested that Council reconsider the <br />$600,000 that was slated for the south Canterbury Road project. However, the majority <br />of Council at the last meeting disapproved this expenditure and she saw no need to do it <br />again, especially when one Councilman had to be excused from the meeting because of <br />illness.
