Council Minutes of 4/18/2000 <br />Mr. Miller, chairperson of the Transportation Committee: 1) The committee met this <br />,,;, # evening at 7:15 p.m. to discuss Ordinance 2000-31. Present were committee members <br />~.; <br />McKay, Gareau and Miller; the sponsor of the ordinance, Councilman Nashar; President <br />Saringer, Councilman Limpert and Councilwoman Kasler; Safety Director Jenkins and <br />Service Director Bohlmann; residents of the area, Mr. and Mrs. Skoulis and Larry <br />Leopold. Ordinance 2000-31 is an ordinance amending the traffic control file of the City <br />of North Olmsted to provide for the addition of the words "Between the hours of 7 a.m. <br />and 8 p.m." on the existing sign at the intersection of Great Northern Boulevard and <br />Lorain Road which prohibits right turns on red from Great Northern Boulevard onto <br />Lorain Road so as to prohibit such right turns on red only during the hours of 7 a.m. to <br />8 p.m. Councilman McKay indicated a concern that perhaps the hours limiting right hand <br />turns should be moved back to beginning at 6 a.m. as opposed to 7 a.m. Mr. Skoulis <br />requested that the time be moved back from 8 p.m. to at least 9 p.m. The residents who <br />were present live in the development off of Westview Drive and there was discussion <br />about the need for a traffic light at Westview and Lorain. Mr. McKay has agreed to <br />follow up on that issue which is separate and apart from the no right turn on red issue. <br />The committee agreed to return to the traffic engineer the issues of changing the hours for <br />input from him and to research any other statistical issues that may indicate concerns that <br />may be affected by summer traffic, holiday traffic and so on. The committee voted <br />unanimously to hold this ordinance in committee for further review. <br />Mr, Limpert, chairperson of the Recreation, Public Parks and Buildings Committee: <br />1) At the meeting of Council-of--the-Whole, Council approved masonry tuck-pointing, <br />cleaning and re-caulking of the exterior of the Rec Center. Also approved was the <br />replacement of the HVAC for the office area and lobbies, new lockers for the skate area <br />as well as special event lighting and a sorely needed updated sound system, replacement <br />of the flooring in the rink concession areas. The front canopy roof on the Rec Center will <br />be replaced. The lighting on ball diamond #2 at North Olmsted Park will be re-done. We <br />are going out for engineering services for new tennis courts, new basketball courts and a <br />shuffleboard court and parking lot areas in the North Olmsted Park. Also approved was a <br />new membrane coating for the roof over the tennis court area. This would run <br />approximately 10% of the cost of a complete roof replacement and should give us a dry <br />area for a number of years. <br />Mrs. Saringer noted that the cost of the roof coating was $30,000 and Mr. Miller noted <br />that the engineering services for tennis courts and basketball courts were for outdoor <br />courts. <br />Mr. Gareau, chairperson of the Streets & Drainage Committee: 1) Council met to discuss <br />the 2000 capital improvements at noon on Saturday, April 8, by first taking a tour of the <br />city to look at the different streets and different areas of the city that are being considered <br />for projects. The tour was very helpful, and Council-as-a-Whole met for discussion of <br />the capital improvements at 2 p.m. Present were Council President Pro Tem Gareau; <br />Council members Limpert, Nashar, McKay, O'Grady, Miller, Kasler; Mayor Musial, <br />Finance Director Copfer, Service Director Bohlmann, Safety Director Jenkins; and 12 <br /> <br />5 <br />
