Council Minutes of 4/18/2000
interested residents from the Bridgeport, Sharon Drive and Woodview area. The
following matters were discussed:
• Slab repair. The administration suggested spending $850,000 for slab repair to a
number of different streets within the city. Those streets are: Sparky Lane, Berkshire
Drive, Brendan Lane, Edgepark Drive, Sanders Lane, Lusandra Drive, Forestwood
Parkway, Bristol Lane, Ashbury Park Drive, Ross Circle, Westview Drive, Maria
Lane, Laurell Lane, Mary Kay Circle, Marquette Blvd., Dogwood, Cottonwood,
Leenders Lane, Carsten Lane, Caton Place, Benwood Circle, Newton Circle, Blossom
Blvd., Woodpark, Pine Circle, Linwood, Lisa Lane, Hyannis Port Drive,
Williamstown Drive and Root Rood. It was agreed that the administration would
expend the $850,000 to address these streets for purposes of slab repair only. It
should be noted that merely because a street is on this list is no guarantee that this
particular street will be addressed in this given year. The streets will be addressed in
no certain order. That decision will be made by the Director of Service. This year's
figure is $350,000 higher than last year and $350,000 higher than the year before that.
The increase was attributed to a higher rate of concrete deterioration. Councilwoman
Kasler expressed her concern for this sudden increase and posed a number of
questions about the procedure that was used to determine whether or not a street was
in need of repair and how it was compared to other streets in order to be on the list.
With her concern noted, Council voted 7-0 to approve the recommended slab repair
projects.
• Street lighting. The administration suggested spending $300,000 to illuminate a
number of streets within the city. Those streets are: Azalea, Gardenia, Wisteria,
Andorra, Kew, Camellia, Nandina, Curtis Bentley, Plumwood, Danberry, Oak Lane,
Oak Circle, Carriage Lane, Cedarwood, Linden Circle, Ashton, Circle, Amesbury,
Delmere, Blossom, Woodpark Sanders, Edgepark, Dogwood, Cottonwood, Lisa
Lane, Forestwood Pkwy., Lusandra Circle, Marcie Lane, Laurell Lane, Mary Kay
Circle, Marquette, Pinewood Circle, Linwood Circle and Benwood Circle. It was
agreed that the city would spend the $300,000 to light these streets if the residents in
the neighborhoods desired it, which is how it was done in the past. Again, merely
because a street is on the list is certainly no guarantee that particular street will be
completed this year. That is a projected goal. Several Council members recalled an
estimated figure in the past of $200,000 in the year 2000 and not $300,000. The
administration stated that the $200,000 was a minimum and was not to be construed
as the final figure. Council voted 7-0 to proceed with borrowing on this project
although Councilpersons Miller and Kasler stated that they approved of $200,000
which was, as they believed, represented in the past.
• The committee agreed 7-0 to replace the Police Station HVAC at a cost of $170,000.
The current HVAC system is many years old and has been a constant, on-going
maintenance problem.
• The committee agreed 7-0 to borrow $50,000 to repair a storm sewer on Burns Road.
The current sewer runs beneath a resident's driveway, and Service Director Bohlmann
said it is affecting the stability of the driveway and perhaps may be affecting the
garage. The owner would like to work on his drive and would also like to work on his
garage, so Council believed that now is the appropriate time to proceed.
