Council Minutes of 4/18/2000 <br />• The committee discussed a proposed $600,000 resurfacing of south Canterbury Road <br />W:~. <br />from Butternut Ridge to Walnut, which runs by Springvale. The proposal called for <br />the complete tear-out of the current asphalt street to be replaced with a concrete street <br />greater in width and with an island down the center. The electrical facilities would be <br />moved underground. Storm and sanitary improvements would be undertaken. The <br />administration further suggested that an area of current green space on the east side of <br />Canterbury could be possibly subdivided and sold to a developer with the proceeds <br />going to improve Springvale. Following discussion on the need for such a project <br />and the cost and whether an asphalt overlay, not unlike the one that was done on <br />Clague Road and few years back, would suffice, the following vote took place: <br />Councilpersons Kasler, Nashar, Gareau and Miller voted to pull the project entirely at <br />this point in time based upon need. Councilman McKay voted to proceed with both <br />the engineering and the project for this year. Councilman O'Grady and Councilman <br />Limpert voted to borrow for the engineering costs this year and to proceed with the <br />project at a later date. The four votes from Councilpersons Kasler, Nashar, Gareau <br />and Miller resulted in the project being pulled at this point in time. <br />• Sharon Drive and whether the street would be replaced in 2000 was discussed. It <br />should be noted that the street was included in the 1999 slab repair program; <br />however, it was not included or mentioned in the slab repair or street repair program <br />for the year 2000. Neighboring streets last year, Woodview and Tree, were repaired <br />and replaced with Woodview being replaced and Tree being repaired. Sharon Drive <br />would be the last street in this area to be completed. In discussion, several residents <br />rose to speak on the history of Sharon Drive and what they believed was its current <br />deteriorated condition. In the discussion that followed, which was quite lengthy, <br />some suggested that construction trucks on their way to Bridgeport, which is a new <br />subdivision going in, would interfere with development of the street if it was being <br />repaired. Others suggested that this was not a concern in 1999 when the street was <br />considered. The administration suggested the need to close the street to heavy trucks <br />for a period of perhaps four to six weeks. Mr. Bohlmann stressed the undesirability <br />of sending Bridgeport-bound trucks down West 231, which was recently re-done. <br />Following the lengthy discussion, the following vote took place: To include Sharon <br />Drive in the year 2000 capital improvement list, voting yes were Gareau, Kasler and <br />Miller; voting no were Limpert, McKay, Nashar and O'Grady. With the consensus of <br />Council and all residents present, a 7-0 vote did occur on a proposal to borrow <br />$35,000 for engineering for the replacement of Sharon Drive. That borrowing would <br />take place this year. There was an agreement to install lighting on poles. There are <br />presently two lights on the entire street. Electric facilities are on the road. That <br />would be undertaken in the year 2000. The street will be hot-patched repaired by <br />May. Also, by a 7-0 vote it was agreed to undertake a replacement of Sharon Drive <br />in 2001 as early as possible. To facilitate this goal, the administration agreed to <br />submit a tentative capital improvements list by perhaps as early as January 15, with <br />the capital improvement meeting to occur on February 15. The total storm and street <br />sewer capital improvements borrowing was $1,405,000, excluding the intersection of <br />Clague and Lorain.
