Council Minutes of 4/4/2(}00 <br />through December of 2000, local employers who normally contribute 13.55% will only <br />be required to contribute 8.13%. In dollars and cents, that is about $150,000 that the <br />General Fund is not going to have to contribute. This is temporary, and the reason given <br />by the Retirement Board is that they have done some very good investing and other cost- <br />saving things that have allowed them to be able to do this. It is her recommendation to <br />the administration and to Council to create a contingency reserve fund and transfer these <br />savings to that fund to be used in leaner tax years or down-turns in the economy or other <br />specified uses. <br />3) January of 2000 revenue and expenditure reports were given to Council this evening. <br />It should be noted that in the revenue report the certificate of amended resources was not <br />posted to the computer system. Council can compare the actual to the revenue detail that <br />was provided at the beginning of the budget hearings, the front sheet and then the detailed <br />revenue. If anyone has a question, please call her. <br />Mr. Miller encouraged everyone to send in their census forms as this does affect projects <br />within our community such as the Crocker-Stearns extension. <br />Mrs. Kasler, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on April 3, and in attendance were <br />committee members Miller, Nashar and Kasler and Council members Limpert, O'Grady <br />and Gareau. Ordinance 2000-24, sponsored by Councilman Gareau, was discussed. The <br />ordinance reads, "An ordinance creating new Chapter 111 of the Administrative Code <br />entitled 'City Contracts' in order to provide additional regulations and standards regazding <br />city contracts." Basically, the ordinance mandates that every city contract which involves <br />revenue to the city will have specific requirements and a process to be followed in <br />acquiring these contracts. Some of the requirements are to have specifications on file, <br />newspaper advertisement for two weeks prior to accepting proposals, timely proposals to <br />be reviewed by the city's Board of Control and a contract recommendation made to <br />Council. The ordinance also addresses non-bid city contracts and donations and that the <br />city shall not enter into a contract which has not been formally publicly bid if the party to <br />the contract has made a donation to the city within the prior 12 months. It further <br />regulates donations to the city through the Director of Finance. A lengthy discussion was <br />held regarding this ordinance with objections from Councilmen Limpert and O'Grady to <br />the ordinance and with Council's legislation with regard to revenue contracts. The <br />majority of Council, however, felt that it is Council's obligation to regulate a revenue <br />producing contract and donations and necessary to provide a policy for accepting <br />donations that is objective and available to all potential donees. Some language changes <br />were made, and the committee unanimously recommended approval of the ordinance as <br />amended. <br />Mr. O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met this evening, April 4, at 7:15 p.m. Present were committee members <br />O'Grady, Limpert and Nashar; Council members McKay, Saringer, Kasler, Miller and <br />Gareau; Mayor Musial, Safety Director Jenkins, Service Director Bohlmann and Finance <br />Director Copfer.
