Mrs. Hadsell reiterated that she <br />wants to know before things happen. <br />Trudy Schooley, 30660 Bradley Road, said she lived in front of the leaf dump and loved <br />it there. Her feelings are exactly as the those expressed by several Council members. <br />Her questions are: 1) Does Council have the whole picture? 2) What is the long-term <br />cost of the property? 3) What is the schedule for beginning development of the field? 4} <br />What is the cost of the building? 5) What is the projected time schedule for the finish? <br />Buying the property is a great idea, and green space is a great idea. But she and her <br />neighbors deserve to know what is going on so they don't feel like they're living on a <br />powder keg all the time. <br />LEGISLATION <br />Resolution No. 2000-20 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />collection and disposal of all sludge generated by the North Olmsted Wastewater <br />Treatment Plant, and authorizing the Mayor to contract for the same, and declaring an <br />emergency. Mr. McKay moved for adoption; second by Mr. O'Grady; motion passed <br />unanimously. Resolution No. 2000-20 adopted. <br />Ordinance No. 99-54 introduced by Mayor Musial, Mr. O'Grady and the entire Council <br />was given its second reading. An ordinance creating new Chapter 177 of the <br />Administrative Code of the City of North Olmsted entitled, "Project Labor Agreements <br />and Responsible Contracting Practices" providing for Project Labor Agreements to be <br />evaluated, negotiated and adhered to in the course of certain city building and other <br />improvements projects and establishing responsible contracting standards and <br />procedures, and declaring an emergency, as twice amended. <br />Ordinance No. 2000-24 introduced by Mr. Gareau was given its second reading. An <br />ordinance creating new Chapter 111 of the Administrative Code of the City of North <br />Olmsted, entitled "City Contracts," in order to provide additional regulations and <br />standards regarding city contracts, and declaring an emergency, as amended. <br />Ordinance No. 2000-31 was introduced and placed on first reading by Mr. Nashar. An <br />ordinance amending the Traffic Control File of the City of North Olmsted to provide for <br />the addition of the words "Between the Hours of 7 a.m. and 8 p.m." on the existing sign <br />at the intersection of Great Northern Boulevard and Lorain Road, which prohibits right <br />turns on red from Great Northern Boulevard onto Lorain Road, so as to prohibit such <br />right turns on red only during the hours of 7 a.m. and 8 p.m. <br />Ordinance No. 2000-32 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor to enter into a contract for the purchase of real property <br />on the north side of Bradley Road to be used for municipal purposes. <br />7 <br />i <br />
