Council Minutes of 4/4/2000 <br />Ordinance No. 2000-33 was introduced and placed on first reading by Mayor Musial. An <br />ordinance establishing health care benefits for non-bargaining employees of the City of <br />~ North Olmsted and declaring an emergency. <br />r~ ~, <br />Ordinance No. 2000-34 was introduced and placed on first reading by Mayor Musial and <br />Mr. O'Grady. An ordinance amending Section 171.06 of Chapter 171 of the <br />Administrative Code, entitled "Community Reinvestment" in order to require that entities <br />who receive tax abatement for commercial or industrial projects agree to make a <br />contribution to a bona fide apprenticeship program. <br />MISCELLANEOUS BUSINESS <br />President Saringer assigned Ordinance 2000-31 to the Transportation Committee; <br />Ordinances 2000-32, 2000-33 and 2000-34 to the Finance Committee. <br />Mr. Limpert said he had wanted to be recognized earlier to say that he does not believe <br />Councilman Nashar is in any violation of his promise to keep the residents in that area <br />informed since the legislation is only on first reading and, under normal circumstances, <br />would not be discussed as much as it was this evening. It would be Mr. Nashar's <br />obligation to inform the residents about the committee meeting <br />Mrs. Kasler reported that the Community Development Block Grant meeting was held on <br />March 30. As chairperson of the Legislative Committee, she is a member of the CDBG <br />Committee and is looking forward to the process of choosing projects for this year. <br />Everyone on the committee is excited and interested in the process. The application is <br />due in the fall, so a rigorous schedule of meetings has been set up. She will keep Council <br />apprised of the progress of the committee. <br />Mrs. Kasler scheduled a Legislative Committee meeting for 6:30 p.m. on April 24 to <br />discuss Ordinances 2000-25. School superintendent Fenton or his representative will be <br />invited to attend. The committee will continue its meeting at 7:15 for discussion of <br />Ordinance 99-54. Union officials and representatives of the Associated Builders and <br />Contractors will be invited to attend. <br />Mr. O'Grady reiterated to the neighbors from Bradley Road that it is extremely unusual <br />that an ordinance placed on first reading would be discussed before Council the same <br />evening. What generally happens is that it is read and assigned to a committee where the <br />discussion takes place. It is his expectation that Mr. Nashar intended to contact the <br />residents about the committee meeting. <br />Mr. McKay scheduled a Finance Committee meeting for Wednesday, April 12, at 6 p.m. <br />to discuss Ordinances 2000-32, 33 and 34. The Mayor is asked to attend. Mr. Limpert <br />suggested that Council members who have questions for the Finance Director submit <br />them in writing since she will not be able to attend the meeting. <br />;,~. <br />8 <br />~= ~ . ~... <br />
