CITY OF NORTH OLMSTED <br />FEBRUARY 29, 200 <br />'1:41 p.m. <br />Present: President of Council Saringer, Council Members Gareau, Kasler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Present: Clerk of Council Seman <br />Council President Saringer called the public hearing to order at 7:41 p.m in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />President Saringer announced that the public hearing was being held with regard to <br />Ordinance No. 99-109, an ordinance creating a new Section 1139.13 of the North <br />Olmsted Zoning Code regulating the outdoor, unenclosed storage of motor vehicles at <br />motor vehicle repair facilities. <br />There was no Audience Participation <br />Mr. Limpert said he appreciated the concept, but did not believe this would accomplish <br />the goal. The big concern are junk vehicles. Under the junk vehicle code, we allow five <br />days. Under this ordinance, vehicles can be left out up to forty-five days. Also, he <br />believes the construction of the fences will cause Lorain Road to have mini junkyards. <br />Once cars are out of sight by use of the fence, they may be there for many, many years. <br />Mr. O'Grady said he shared similar concerns, that this is very well intended but he <br />doesn't know that it is thought out well enough. He suggested that this be put back into <br />committee to be reworked as it has the potential to be something good or something <br />disastrous for the city. <br />Mr. Miller objected to holding the legislation in committee as the Law Department has <br />responded to Mr. Limpert's and Mr. O'Grady's concerns. This ordinance is different <br />from the situation of junk vehicles as it is based on complaints. Using fencing while <br />vehicles are waiting to be repaired will help mask it so that the vehicles are not so <br />obtrusive. If they are there too long, neighbors will complain and then we will have the <br />new code that will give the Building Department the "teeth" for enforcement. This <br />legislation has gone through the Planning Commission and is ready for a vote, and he <br />does not believe rehashing it is in the best interest of the city. <br />President Saringer adjourned the public hearing at 7:45 p.m. <br />~ ~ ,. <br />.~ Jf_ ~ <br />`'~ B:arbara L.
