Council Minutes of 2/15/2000 <br />3) He has worked with environmental engineer Dennis Long and Service Director <br />~'' Bohlmann to fine-tune proposals regarding the U. S. EPA consent decree. That <br />document has been sent to the U. S. EPA for their review and consideration so that we <br />can attempt to finally resolve all of those issues that go back into the mid 1990's. <br />Finance Director Copfer: 1) She has received a letter from the County Auditor advising <br />the city that the State Tax Commissioner had recently revised the taxable value of public <br />utility companies for the tax year 1999, which affects our 2000 collection. Therefore, <br />they reduced the tax revenue forecast for the year 2000 from $9,379,856 to $9,355,965, <br />which is a reduction of $23,890. This affects the five funds that receive property tax: <br />General Fund, Bond Retirement, Firefighter and Police Pension, Sewer Bond Retirement <br />and Recreation. <br />Mr. Miller, chairperson of the Transportation Committee: 1) On Wednesday, February 9, <br />the Transportation Committee met to discuss Ordinance 2000-9. Present at that meeting <br />were committee members McKay and Miller; Councilpersons Kasler, Limpert, Nashar, <br />O'Grady and President Saringer; Service Director Bohlmann, Traffic Engineer Griffith. <br />Ordinance 2000-9 is an ordinance amending the Traffic Control File of the City of North <br />Olmsted and Ordinance No. 86-30 to replace the existing "No Turn on Red" sign with a <br />new "No Turn on Red" sign that includes the supplementary legend 7 a.m. to 8 p.m. at <br />the intersection of Dover Center Road and Brookpark extension for traffic traveling in a <br />westerly direction on Brookpark extension and turning north orrto Dover Center Road and <br />declaring an emergency. Discussion centered on the original cause for a continuous no <br />right turn on red at this location. The traffic engineer concurred that the amendment be <br />approved, and a motion was made and passed on a 2-0 vote to recommend approval of <br />Ordinance 2000-9. <br />Mrs. Kasler, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The Legislative Committee met on February 9 to <br />interview Mr. Raymond Puzzitiello for an appointment to the Board of Building Code <br />Appeals. This appointment is to complete the term of Joseph Kazak for the period of <br />1/97 to 12/31/2001. Mr. Puzzitiello has been in the construction business since 1948, and <br />began his own business in 1949. In 1963, he was selected by the Home Builders <br />Association to work as a construction coordinator for the City of Cleveland. He has <br />worked as a superintendent for Hennie Homes in our city and in several others. The <br />committee unanimously recommended approval of his recommended appointment. Mrs. <br />Kasler moved that Council appoint Raymond Puzzitiello to the Board of Building Code <br />Appeals. The motion was seconded by Mr. Gareau and unanimously passed. <br />2) During caucus this evening, the committee and members of Council considered several <br />reappointments of individuals and decided to waive interviews as these persons are <br />known to Council: <br />• Mrs. Kasler moved to reappoint Thomas Kennedy to the Human Resources <br />Advisory Board for the term of 1/1/2000 to 12/31/2004. The motion was seconded <br />by Mr. Nashar and unanimously approved. <br />• Mrs. Kasler moved to make reappointments to the Landmarks Commission: Betty <br />~.
